2. Resources from Private and Non - federal Resources Used for Match — As stated <br />above, over $640,000 in HOME match was contributed during the 2003 -2004 report <br />period. The source of this match included non - federal cash, donated <br />labor /materials, and bond financing. <br />C. MINORITY AND WOMEN BUSINESS ENTERPRISES CONTRACTS AND SUBCONTRACT <br />The City of Santa Ana is required to report the amount of HOME resources provided to <br />Minority Business Enterprises (MBE) and Women Business Enterprises (WBE) via <br />contracts and subcontracts. Part III of HUD Form 40107 (Exhibit No. 6) provides a <br />summary of these accomplishments. <br />D. RESULTS OF OWSITE INSPECTIONS OF AFFORDABLE RENTAL HOUSING ASSISTANCE <br />UNDER HOME <br />The City of Santa Ana has funded several affordable rental housing projects with <br />HOME funds. As required by HUD, the City has conducted on -site inspections to <br />ensure units meet minimum housing standards. HOME regulations require annual <br />inspections of projects with 26 or more HOME assisted units; inspections every two <br />years for projects with five to 25 HOME assisted units, and inspections every three <br />years for projects with one to four HOME assisted units. <br />Twelve of 41 HOME - assisted rental units in the Garden Court project were inspected <br />during the 2003 -2004 report period. These units are owned and managed by Orange <br />Housing Development Corporation. Sixteen additional HOME - assisted rental units <br />were also inspected for HQS during the 2003 -2004 report period. Items identified for <br />correction included missing or broken smoke detectors, broken GFI receptacles, broken <br />toilet handles, and torn or dirty carpets. <br />E. PJ'S AFFIRMATIVE MARKETING ACTIONS AND OUTREACH TO MINORITY <br />AND WOMEN OWNED BUSINESSES <br />HUD requires the City to conduct an assessment of its efforts to make contract <br />opportunities available to MBEs and WBEs. During the report period, a total of <br />$19,687.50 in HOME funding was provided to MBEs, and $775 for WBEs. In an effort <br />to reach out to more MBEs and WBEs, Santa Ana ensured project sponsors (e.g., <br />CHDOs) affirmatively market contract and subcontract opportunities resulting from the <br />expenditure of HOME funded rehabilitation. <br />39 <br />19E-42 <br />9/9/04 <br />
