<br />PARKING CODE REQUIREMENTS <br /> <br />To determine the number of parking spaces required to support the Floral Park Promenade <br />expansion project, parking demand was first calculated using the City of Santa Ana zoning code. The <br />City parking code requirements typically treat each use in the retail center as a "stand alone" use at <br />maximum demand as opposed to an integrated part of the mixed-use center as summarized in the <br />following table. <br /> <br />CITY OF SANTA ANA PARKING CODE REQUIREMENTS <br /> <br />Land Use <br />Office <br />Retail <br />Medical Office <br />Restaurant <br /> <br />Req Parking <br />3 spaces/IOOO SF <br />5 spaces/IOOO SF <br />6 spaces/IOOO SF <br />IO spaces/lOOO SF <br /> <br />Direct application of City parking codes to the Floral Park Promenade expansion project, a total <br />of 50 parking new spaces will be required for the proposed project (Restaurant 5,000 sf x 10 spaces/lOOO <br />sf = 50 spaces). Based on the City's parking code, 422 parking spaces would be needed to accommodate <br />the proposed expansion. <br /> <br />SHARED PARKING ANALYSIS <br /> <br />According to the Urban Land Institute (ULI) Shared Parking publication, shared parking is <br />defined as a parking space that can be used to serve two or more indi vidual land uses without conflict or <br />encroachment. Given that restaurant/food uses have peak demand periods (afternoon and evenings) that <br />differ from retail uses (early afternoon), it is appropriate to utilize the shared parking concept to forecast <br />the overall parking demand for the site. <br /> <br />The ULI Shared Parking publication provides hourly parking accumulation rates for uses <br />expressed as a percentage of the peak demand for that use for the day. Retail uses have a peak demand <br />during the 12:00-2:00 PM period on weekdays and between 2:00-4:00 PM on Saturdays. Office uses <br />experience a peak parking demand between 10:00 AM-12:00 PM for a typical weekday. Restaurant uses <br />typically have a peak parking demand between 12:00-2:00 PM and during the evening from 6:00-9:00 <br />PM. A child care facility is not included in the current ULI publication.
