<br />Starbucks/Commercial Building <br />Initial Study 2002-181 <br /> <br />Proposed Project <br /> <br />The proposed proj ect involves the construction of a commercial <br />building with restaurant uses that would share off-street <br />parking with an existing commercial center. A Starbuck Coffee <br />Shop would be located within the commercial development. A <br />conditional use permit would be required for a proposed drive <br />through facility for the Starbuck Coffee Shop. Additionally, the <br />proposed project is requesting a variance to allow for the <br />reduction of 52 required off-street parking spaces for both the <br />new commercial building and the existing commercial center. <br /> <br />Setting <br /> <br />The project site is located at 2701 North Bristol Street, <br />situated within the northeastern area of the City of Santa Ana, <br />Orange County, California. The property is located on the <br />northeast corner of Bristol Street and Memory Lane. The property <br />is approximately 0.51-acres in area, square in shape and <br />currently vacant. Previously located on the project site was a <br />gasoline service station. <br /> <br />The project site is located within the Community Commercial (C1) <br />Zoning District and has a General Plan land use designation of <br />General Commercial (GC) with a floor area ratio of 0.5. <br /> <br />Project Description <br /> <br />The proposed commercial building would consist of 5,000 square <br />feet of building area. Restaurant uses would occupy the entire <br />commercial building. A Starbuck Coffee Shop with a drive through <br />facility would occupy 1,600 square feet of area. The project <br />site would be accessed from Bristol Street and Memory Lane. The <br />building and drive through lane would be located on the <br />northwest corner of the property. <br /> <br />A total of 20 parking spaces are proposed. The City's Zoning <br />Code requires a total of 50 parking spaces. <br /> <br />Environmental Impact Analysis <br /> <br />The following is an environmental analysis on the proposed <br />project, based on the City of Santa Ana's CEQA Environmental <br />Checklist.
