PUBLIC HEARING <br />UNDERGROUND UTILITY <br />DISTRICT NO. 4 <br /> <br />Street from Ross Street to Main Street. <br /> <br />The Mayor opened the public <br />hearing on the proposed <br />establishment of an underground <br />utility district along 17th <br /> <br />The Clerk reported there had been no written communications in the matter. <br /> <br />The Director of Public Works stated that Council had previously approved <br />a program for underground utilities in accordance with a street widening <br />program; that there were only three property owners affected insofar as <br />costs were concerned; that there was no opposition that his department <br />was aware of; and that they were therefore recommending adoption of <br />the resolution establishing the underground utility district. <br /> <br />Dr. Perry Davis, co-owner of property at 115 West 17th Street, stated <br />that he was very much in favor of underground utilities, and that he would <br />be very happy to pay any costs incurred by him. <br /> <br />There were no opponents in the matter, and the Mayor closed the public <br />hearing. <br /> <br />Councilman Griset's motion to adopt RESOLUTION 73-30, ESTABLISHING <br />UNDERGROUND UTILITY DISTRICT NO. 4, was seconded by Councilman <br />Markel and carried on the following roll call vote: <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Griset, Markel, Villa, Evans, Herrin, Yamamoto, Patterson <br />None <br />None <br /> <br />WILLOWICK GOLF COURSE Councilman Evans' motion <br /> to place the matter of the <br /> City's de-annexation of <br />Willowick on the ballot for the Citizens of the City to vote upon was <br />seconded by Councilman Markel, and failed to carry on the following roll <br />call vote: <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Evans, Markel, Herrin <br />Villa, Griset, Yamamoto, Patterson <br />None <br /> <br />The Mayor invited members of the audience who wished to speak on the <br />matter to do so. <br /> <br />Mr. William Hein, who stated he was an old resident of the west side of the <br />City, expressed his disatisfaction with the actions of the City of Garden <br />Grove relative to tax collection and other matters involving the Willowick <br />Golf Course. <br /> <br />Following a motion and an amendment to the motion, both of which were <br />withdrawn after much discussion by Council, Councilman Patterson made <br />the following motion: <br /> <br />To approve the agreement with the City of Garden Grove pertaining to <br />Easement, Lease, Street Improvements, and Storm Drain Improvement <br />and authorize its execution and execution of related documents by the <br /> <br />CITY COUNCIL MINUTES <br /> <br />110 <br /> <br />APRIL 2, 1973 <br /> <br /> <br />
