The order requires proper operation <br />and maintenance of the City's sewer collection system and regulates <br />sanitary sewer overflows (SSOs) and leaks from the system. Waste <br />discharge requirements are established that are intended to protect the <br />beneficial uses of surface waters and beaches in Orange County. <br /> <br />The RWQCB order identifies fats, oils and grease (FOG) discharges as a <br />significant cause of sewer blockages and result in sewage overflows. All <br />Orange County cities and the Orange County Sanitation District (OCSD) are <br />required to prepare and implement FOG source control programs. Each <br />program must include the legal authority to prohibit FOG discharges to <br />the sewer system. The proposed ordinance is intended to meet the <br />requirements of the RWQCB order. <br /> <br />OCSD has taken a leadership role in developing guidelines and standards <br />that are being used by Orange County cities to implement all of the RWQCB <br />waste discharge requirements.
