<br />WORKSTUDY SESSION <br /> <br />. Santa Ana is the 2nd densest city in the state and 9th largest and <br />Anaheim is 10th largest city in the state <br />. Representation includes all disciplines; police, fire, health, EMS, Public <br />Works, etc <br />. Distribution per Urban Area: Anaheim = $10,284,651 and Santa Ana = <br />$14,969,683. <br />. Although the State of California can keep 20% for support of the Urban <br />Areas, it opted not to in this case <br />. Each Urban Area agency receives 3% of total amount for <br />management/administrative costs <br />. Funds must be spent on allowable areas <br />. Funds must support anti-terrorism efforts <br />. Money can be spent on planning, organizing, equipment, training, <br />exercises, management and administration, and Orange Alert <br />reimbursement <br />. The core cities and the county must concur on spending plan <br />. Prohibited funding areas include: Sworn/safety personnel, overtime for <br />investigations or enforcement, construction or renovation of facilities, <br />general use software and computers, general use vehicles and <br />weapons systems, any use not compatible with the Urban Areas <br />Security Initiative <br />. Grant requires or encourages regional capability rather than <br />duplication of individual agency capability, extensive use of existing <br />mechanisms for determining priorities, and, working through groups <br />comprised of subject matter experts <br />. Strategy development: timelines and constraints, collaboration and <br />unified strategy, point of contact and urban area working group <br />involvement, liberal use of e-mail for document review, extensive use <br />of existing operational area, and, based on and expands operational <br />area first responder preparation plan approved by 5-member board <br />. Vision: To have a well-coordinated, regional emergency management <br />system built upon sound and effective response protocols, to prevent, <br />respond to and recover from terrorist threats or incidents, WMD events <br />or any other incident that threatens the wellness or safety of the <br />community <br />. Distribution of funds: City of Santa Ana: $7,272,683; Santa Ana <br />Urban Area: $7,697,000 <br /> <br />Motion: 1.
