MINUTES OF THE ADJOURNED REGULAR <br /> MEETING OF THE CITY COUNCIL <br /> OF THE CITY OF SANTA ANA <br /> <br />June 21, 1973 <br /> <br />An Adjourned Regular Meeting of the City Council of the City of <br />Santa Ana was convened at 4:15 P.M., in Room 831, City Hall, <br />20 Civic Center Plaza, proper Notice and Posting having been <br />accomplished, with affidavits on file with the Clerk of the <br />Council. The following Councilmen were present: John Garthe, <br />Harry K. Yamamoto, James E. Ward, Lorin Griset, and Mayor Jerry <br />M. Patterson. Councilman J. Ogden Markel arrived at 4:30 P.M. <br />Councilman Vernon S. Evans was absent. <br /> <br />Also present were the following members of the staff: City <br />Manager Bruce C. Spragg, City Attorney James A. Withers, Finance <br />Director Larry Shaffer, Fire Chief Eugene Judd, Assistant to <br />the City Manager G. David Tayco, Police Chief R. C. Davis who <br />arrived at 4:45 P.M., and Clerk of the Council Florence I. <br />Malone. The press was represented by Mr. Wayne Rash of the <br />Orange City News. <br /> <br />PUBLIC PROPERTY USE The following application <br />SKATE RANCH for special license to <br /> use public property was <br /> unanimously approved by <br />a 5 - 0 vote on motion of Councilman Garthe, seconded by Council- <br />man Griset: <br /> <br />SKATE RANCH, 2526 North Main Street for purposes <br />of filming 200 roller skaters who will exit from <br />the Skate Ranch, proceed up Arnett Drive to Main <br />Street, turn north on Main and proceed to the <br />main drive of Fashion Square, on Sunday, June 24, <br />1973, beginning at 1:00 P.M. and ending at 2:30 <br />P.M. (CA 45.1) <br /> <br />PROPOSED BUDGET The City Manager stated <br />1973-74 that the proposed Budget <br /> is in Balance; that it <br /> represents an increase of <br />slightly more than six million dollars over last Fear's budget; <br />and that the tax rate is unchanged at $1.35. He pointed out <br />that practically all of the revenue sharing funds have Been <br />allocated to capital projects; that the sale of two million <br />dollars worth of City water bonds is proposed. <br /> <br />Councilman J. Ogden Markel arrived at 4:30 P.M. <br /> <br />Council commenced its review of the proposed Budget on a page- <br />by-page basis through page 29. Discussion was had relative to <br />budget functional responsibility and the consensus was that <br />whenever possible consultant services should be reflected in <br />the budget activity of the department involved, instead of the <br />Council's; i.e., planning studies, legal consultants and <br />engineering studies would be changed to Planning, Attorney, <br />and Public Works Department budgets, respectively. The Finance <br />Director stated that it would be difficult to make year-to-year <br />comparisons of departmental budget activity under those condi- <br />tions.
