The Council discussed the advisability of providing reimburse- <br />ment to Board and Commission members and requested staff to <br />survey the nine most populous cities in the State to ascertain <br />their policies and to report the information to Council along <br />with a staff recommendation. The Council further agreed that <br />Boards and Commissions should have input in related decisions <br />to maximize their value and effectiveness. <br /> <br />Mayor Patterson stated that he was not completely satisfied <br />with the City's efforts to involve its minorities in employment; <br />that, in his opinion, part of the problem is the structure of the <br />Civil Service system; that consideration should be given to the <br />formation of a study committee to research the matter and pro- <br />vide recommendations for improvement. <br /> <br />Councilman Yamamoto suggested that it was each Councilman's <br />responsibility to attend and to arrive at regular and adjourned <br />regular meetings at the agreed-upon hour for maximum utilization <br />of Council's time and efforts.
