FRANCHISE PETITION Council considered the <br />WESTERN MUTUAL WATER CORP. letter from South Western <br /> Mutual Water Corp. dated <br /> June 13, 1973, petitioning <br />for a franchise in accordance with Section 1300 et seq. of the <br />Charter, to operate and maintain a water plant near the corner <br />of Greenville and Edinger, together with all its appurtenant <br />equipment and works. <br /> <br />Councilman Evans' motion to refer the petition to staff for <br />further analysis and specific recommendations was seconded by <br />Councilman Garthe, and carried on the following vote: <br /> <br />AYES: Evans, Garthe, Griset, Patterson, Ward, Yamamoto <br /> <br />NOES: Markel <br /> <br />ABSENT: None <br /> <br />Prior to voting, Mr. Pickeral, 2522 West Edinger, spoke on behalf <br />of the petition, stating that the franchise was expiring after <br />fifty years and that it was to the benefit of the participating <br />residents to continue with that water system for as long as <br />possible due to the high cost of a new water system and the <br />relative inability of the residents to afford a new system. <br />Councilman Griset's substitute motion to approve the request for <br />a franchise was seconded by Councilman Markel and failed to carry <br />on the following vote: <br /> <br />AYES: Griset <br /> <br />NOES: Markel, Garthe, Yamamoto, Patterson, Evans, Ward <br /> <br />ABSENT: None (CA 12) <br /> <br />LAND AGREEMENT Council considered the <br />HOWARD B. LAWSON letter from Howard B. <br /> Lawson dated June 20, 1973, <br /> requesting time for an <br />oral presentation regarding an agreement entered into between <br />the City and himself on April 3, 1972. <br /> <br />The Clerk reported that Mr. Lawson had telephoned and requested <br />that the matter be continued to the meeting of July 2. <br /> <br />Councilman Evans' motion to so continue the matter was seconded <br />by Councilman Griset, and unanimously carried. (Agreement) <br /> <br />PROJECT 4026 After considering the <br />PROJECT 1357 report of the Director <br /> of Public Works dated <br /> June 20, 1973, Council <br />extended the bid opening date to July 17, 1973, at 2:00 P.M. <br />on the following: <br /> <br />PROJECT 4026 - Construct V-2 Storm Drain in South <br />Street from F-ii Channel to Cabrillo Park Drive <br />and in Cabrillo Park Drive from Fourth Street to <br />Fifth Street. (CA 89 G) <br /> <br />PROJECT 1357 - Construct Cabrillo Park Drive from <br />Fourth Street to Fruit Street.
