PARKING OVERNIGHT Council considered the <br /> report of the Director of <br /> Public Works dated June 13, <br /> 1973, relating to the <br />repeal of overnight parking prohibition on certain City streets. <br /> <br />Councilman Evans' motion to instruct the City Attorney to prepare <br />an ordinance repealing Section 36-144 of the Municipal Code, was <br />seconded by Councilman Griset, and failed to carry on the follow- <br />ing vote: <br /> <br />AYES: Evans, Griset, Garthe <br /> <br />NOES: Markel, Patterson, Ward, Yamamoto <br /> <br />ABSENT: None <br /> <br />The consensus of the dissenting Councilmen was that the repeal <br />of the section would encourage more on-street parking, fCA 18) <br /> <br />RECESS <br /> <br />At 4:30 P.M., a recess <br />was declared. Council <br />reconvened at 4:40 P.M. <br />with all Councilmen present. <br /> <br />ALCOHOLIC BEVERAGE The Clerk reported that <br />LICENSE APPLICATION Mr. Antonio Martinez, 4313 <br />LAGUNAS, Rachel R. and West Kent, had desired to <br />MARTINEZ, Antonio speak on his Alcoholic <br /> Beverage License Applica- <br />tion, however, the matter had been voted upon by Council with <br />the Consent Calendar before he had done so. The Mayor invited <br />Mr. Martinez to speak. <br /> <br />Mr. Martinez stated that he had owned the Monterey Club located <br />at 2026 West Fifth Street for the previous four years; that <br />the club was in a very bad area, however, they had maintained <br />order there and would do so at the new location at 2345 West <br />First Street. <br /> <br />The Police Chief concurred that the operation at 2026 West Fifth <br />Street had been excellent with no enforcement problems~ however~ <br />since the new location was in a high-incident area with an <br />over-concentration of ABC licenses and a policing problem, they <br />were recommending protest of the application. <br /> <br />Councilman Markel's motion to reconsider the ABC application <br />died for lack of a second. (CA 146) <br /> <br />TENTATIVE TRACT MAP Councilman Griset explained <br />NO. 8203 (REVISED) that he had been under the <br /> impression that the subject <br /> property between Raitt <br />Street and Greenville Street on the south side of Warner Avenue <br />would be developed as Planned Residential Development (PRD) <br />lots; that inasmuch as a standard R 1 development w~as legal, he <br />would like to hear an expression from the develope~ regarding tbe <br />possibility of the City obtaining a couple of f~ve acre parks <br />within the development to provide needed open space. <br /> <br />Councilman Ward concurred in Councilman Griset's statements. <br /> <br />CITY COUNCIL MINUTES <br /> <br />217 JUNE 25, 1973 <br /> <br /> <br />
