The City Attorney stated that he believed Council was out of <br />order; that the Code Section to which he had referred was <br />formulated because it would be impossible to find an area for <br />a given Redevelopment Plan that was completely blighted; that <br />most areas were a combination of substandard and otherwise <br />acceptable property. <br /> <br />Mr. Rod Eldridge, 811 North Lowell, stated that he felt there <br />could be much improvement in the City; that he knew many houses <br />were substandard, but what bothered him was that his taxes had <br />doubled. <br /> <br />There was no rebuttal from members of staff and no Council <br />members wished to ask questions of persons speaking on the <br />amendment to the General Plan and the Vice Mayor closed the <br />public hearing. <br /> <br />RESOLUTION 73-68 AMENDING THE GENERAL PLAN OF THE CITY OF <br />SANTA ANA was adopted on motion of Councilman Griset, seconded <br />by Councilman Ward, and carried on the following vote: <br /> <br />AYES: Griset, Ward, Garthe, Yamamoto <br /> <br />NOES: Evans <br /> <br />ABSENT: Markel, Patterson <br /> <br />(CA 78.3c; CA 82) <br /> <br />PUBLIC HEARING The public hearing for the <br />REDEVELOPMENT PLAN Redevelopment Plan, Ordinance <br /> NS-1173 adopting the Redevelop- <br /> ment Plan, and for comments <br />on the Reports on the Community Redevelopment Plan was opened by <br />Vice Mayor Vernon S. Evans. <br /> <br />The Clerk of the Council requested all those desiring to testify <br />during the hearing to stand, raise their right hands and be sworn <br />as to the truth of their testimony. Several members of the audience <br />voiced their objections to the oath procedure, among them: Mr. A. <br />Sandy Steiner, 440 Rivera Terrace, Corona del Mar, Mrs. Janice Boer, <br />912 North Lowell, Mr. Leo Bress, 600 N. Clemente Street. <br /> <br />The administration of the oath was waived on motion of Councilman <br />Ward, seconded by Councilman Garthe and carried on the following <br />roll call vote: <br /> <br />AYES: Ward, Garthe, Evans, Griset, Markel <br /> <br />NOES: Yamamoto <br /> <br />ABSENT: Patterson <br /> <br />The City Attorney requested that the record reflect that approxi- <br />mately 75 per cent of those present (250 - 300 people) were not <br />in favor of being put under oath. <br /> <br />The Clerk stated that the City Council, Community Redevelopment <br />Agency and the Community Redevelopment Commission were sitting in <br />their respective capacities for a joint public hearing on the <br />Redevelopment Plan for Redevelopment of the Santa Ana Redevelop- <br />ment Project Area and that affidavits of publication and mailing <br />of proper notice were on file. <br /> <br />CITY COUNCIL MINUTES <br /> <br />225 JUNE 25, 1975 <br /> <br /> <br />
