The following members of the Community Redevelopment Commission <br />responded to the roll call by the Clerk: <br /> <br />Gordon Bricken <br />John W. Hill <br />Ted Jessee <br /> <br />Tom McMichael <br />Robert Newcomb <br />Don Christeson, <br /> <br />Chairman <br /> <br />Commissioner Hector Godinez was absent. <br /> <br />The draft Environmental Impact Report on the proposed Redevelop- <br />ment Plan, a negative declaration, dated June 21, 1973, was <br />summarized by the Director of Planning. <br /> <br />The Vice Mayor invited members of the public to speak regarding <br />the Environmental Impact Report. The invitation was repeated. <br />No one responded to the invitation. <br /> <br />The Vice Mayor closed the public hearing on the Environmental <br />Impact Report. <br /> <br />Mayor Patterson arrived at 10:00 P.M. <br /> <br />Councilman Griset's motion to adopt the draft Environmental Impact <br />Report for the Redevelopment Plan and all real and oral evidence <br />presented at the public hearing as the final Environmental Impact <br />Report of the City Council for the City of Santa Ana Community <br />Redevelopment Plan, was seconded by Councilman Ward, and carried <br />on the following vote: <br /> <br />AYES: Griset, Ward, Garthe, Patterson, Yamamoto <br /> <br />NOES: Evans <br /> <br />ABSENT: Markel <br /> <br />Prior to voting, Mayor Patterson inquired of the City Attorney as <br />to his eligibility to vote on the motion. <br /> <br />The City Attorney stated that in view of the fact no oral evidence <br />had been presented and that only the information in the written <br />report had been considered, that he could vote. <br /> <br />Councilman Griset moved that the final Environmental Impact Report <br />for the Redevelopment Plan having been prepared and adopted show- <br />ing the Redevelopment Plan to have no significant effect on the <br />Environment, that the Negative Declaration on the Redevelopment <br />Plan be received and filed. The motion was seconded by Council- <br />man Yamamoto, and carried on the following vote: <br /> <br />AYES: Griset, Yamamoto, Garthe, Patterson, Ward <br /> <br />NOES: Evans <br /> <br />ABSENT: Markel <br /> <br />Mr. Mickey R. Conroy, 2520 North Linwood Avenue, stated that he <br />did not understand what Council had been talking about and asked <br />the meaning of a Negative Declaration. <br /> <br />The Mayor stated that he could answer the questions, however, he <br />did not think it would answer any of the questions of the people <br />in the audience; that the proceedings were beyond that point in <br />the hearing; that the Negative Declaration merely stated that <br />there was no significant impact on the environment. <br /> <br />CITY COUNCIL MINUTES 226 JUNE 25, 1973 <br /> <br /> <br />
