The consensus of the Councilmen voting in favor of the motion was <br />that the City should encourage business development and higher <br />assessed valuation of land; that the plan was a good one in all <br />other respects; that relief had been granted in similar instances. <br /> <br />Mayor Patterson concurred; however, he stated that he could not <br />support the motion because better development in the City is <br />being brought about by Code requirements, such as adequate park- <br />ing; that he was reluctant to deviate from present standards; <br />that no real hardship had been established; and that the appli- <br />cant could meet the parking requirements by adjusting the site <br />plan. <br /> <br />RECESS <br /> <br />same Councilmen present. <br /> <br />At 9:23 P.M,, the <br />Mayor declared a recess; <br />the meeting reconvened <br />at 9:30 P.M., with the <br /> <br />PUBLIC HEARING <br />AFFIRMATIVE ACTION PROGRAM <br /> <br />of July 16, 1973. <br /> <br />The Mayor opened the public <br />hearing on the Affirmative <br />Action program, which was <br />continued from the meeting <br /> <br />Zeke Hernandez, 618 N. Lacy, Apt. C, Chairman of the Human <br />Relations Commission spoke in support of the program, and stated <br />that the Human Relations Commission would work with the City to <br />make the program result oriented. <br /> <br />There were no written communications; there were no other pro- <br />ponents, and no opponents; the Mayor closed the public hearing. <br /> <br />RESOLUTION 73-55 - A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA REAFFIRMING THE CITY OF SANTA ANA'S COMMITMENT <br />TO A POLICY OF EQUAL EMPLOYMENT OPPORTUNITY AND SUPPORTING <br />THE USE AND REQUIRING THE IMPLEMENTATION OF AN AFFIRMATIVE <br />ACTION PROGRAM was adopted on motion of Councilman Yamamoto, <br />seconded by Councilman Ward, and carried unanimously on a 6 - 0 <br />vote. <br /> <br />Prior to voting, Councilman Ward thanked Mr. Hernandez for <br />his service to the City, and extended congratulations on his <br />new post as Chairman of the Human Relations Commission. (CA 50.4) <br /> <br />PUBLIC HEARING The Mayor opened the <br />VARIANCE 73-26 public hearing on Variance <br />ORANGE VILLA BIBLE CHURCH 73-26, filed by Orange <br /> Villa Bible Church to <br />establish a Boys Republic facility providing treatment, room <br />and board for a maximum of 25 adolescent boys, in the R 3 HB <br />and P Districts, at 206 and 220 West 15th Street, approved by <br />the Planning Commission May 29, 1973, which was set 'for public <br />hearing at the meeting of June 25, 1973. <br /> <br />The City Manager reported that the School Superintendent had <br />completed his research and investigation and had concluded <br />that there was no objection; that the Police Department had <br />no objection; that there was a question only of the number <br />of institutions of that type which should be the concern of <br />Santa Aha solely; that there were no staff objections to <br />Variance 73-26. <br /> <br />CITY COUNCIL MINUTES 297 AUGUST 6,-1973 <br /> <br /> <br />
