Stephen I. Ahlquist, Attorney at Law, 1666 North Main, Suite <br />400, representing Maurine T. Sutton, stated that the Departments <br />of Mental Hygiene and Social Welfare attempted to place people <br />as close to home as possible and preference would be given to <br />Santa Ana residents; that the Santa Aha site had been selected <br />because it was a centrally located, inner-city area with public <br />transportation and recreational activities available, and in close <br />proximity to related facilities; that the remodeling included <br />safety requirements; that a five year period was necessary in <br />order to obtain financing. <br /> <br />Robert Beckley, 386 Compton Street, E1 Cajon, Director of <br />Services and Psychologist, Palms Halfway House, summarized the <br />written report submitted to Council, entitled "Wishing Well <br />Half Way House Project". <br /> <br />Dr. Ernest W. Klatte, 2215 North Broadway, Director of Orange <br />County Department of Mental Health, stated that there was a <br />need for a halfway house in Santa Ana, and that the proposed <br />site was a suitable one. <br /> <br />Alex Kaders, 19622 Crestknoll, Yorba Linda, Psychologist, stated <br />that the people who will be served by the halfway house are not <br />violent or dangerous; that there is a need for the facility. <br /> <br />There were no written communications; there were no other <br />proponents, and no opponents; and the Mayor closed the public <br />hearing. <br /> <br />The motion of Councilman Ward, seconded by Mayor Patterson, to <br />uphold the decision of the Planning Commission and instruct the <br />City Attorney to prepare a Resolution approving Variance Applica- <br />tion 73-32, subject to all conditions of approval as contained <br />in the Commission Findings of Fact, subject to a three year <br />review, and subject to the conditions of the Police Department <br />contained in a letter from the Police Chief to the City Manager <br />dated July 25, 1973, carried on the following vote: <br /> <br />AYES: Ward, Patterson, Griset, Markel <br /> <br />NOES: Evans, Yamamoto <br /> <br />ABSENT: Garthe <br /> <br />A prior motion made by Councilman Griset, seconded by Councilman <br />Markel, to approve the Variance Application for a 5 year period, <br />failed to carry by the following vote: <br /> <br />AYES: Griset, Markel <br /> <br />NOES: Ward, Evans, Patterson, Yamamoto <br /> <br />ABSENT: Garthe (CA 13) <br /> <br />ORAL COMMUNICATIONS Tom Palmer, 16791 St. <br />REDEVELOPMENT PLAN Cloud Circle, Huntington <br /> Beach, California, Chair- <br /> man of the Orange County <br />Chapter Of Young Americans for Freedom, read a statement oppos- <br />ing Santa Ana's Redevelopment Plan, stating that the Plan places <br />restrictions on the freedoms of action of the individual by <br />condemnation and by force, and requesting that Council reconsider <br />the proposal.
