Vice Mayor Evans stated that the summary was what he had been <br />looking for from the City Attorney's Off±ce; that it had <br />answered some of the questions he had had in his mind; and <br />that he appreciated it. (CA 81) <br /> <br />Councilman Markel quoted from Section 404 of the City Charter, <br />as follows: "The Mayor shall have no administrative duties <br />but shall perform such other duties as may be prescribed by <br />this Charter . " He stated that from his interpretation <br />of the Charter, tie Mayor had taken a hand in activities in <br />excess of what was expected of him in keeping with the duties <br />of his office; that the Mayor was qualified and had good <br />training, but that he did not believe the Charter had in mind <br />the functions that it appeared the Mayor was leading the <br />Council into; that he would not pinpoint them at that time, <br />but made mention of the subject because he was not satisfied <br />with the situation and did not want it to worsen. <br /> <br />Vice Mayor Evans reminded Councilman Markel that the Mayor <br />was not present to respond, and that in any event, if specifics <br />were not mentioned, it would be impossible for him to respond. <br /> <br />Councilman Markel stated that he would go into more detail at <br />the October 15 meeting. (CA 80) <br /> <br />Councilman Markel referred to a letter from Mr. Russell Campbell <br />expressing his disapproval of the "News Story" publication <br />and requested Council to designate an editor for the publication <br />who would give consideration to printing "the facts". <br /> <br />Councilman Ward stated that he felt the newsletter was a service <br />to the people; that anything put into it should represent the <br />City's position and policy. <br /> <br />Councilman Markel stated that he felt the fact that trash <br />collection rates had been increased in the City should have <br />been mentioned in the previous News Story. <br /> <br />Councilman Ward concurred with that opinion, and stated that <br />the water rate increase should also be mentioned. <br /> <br />Councilman Evans stated that the recent News Story publication <br />was far better than what the community had previously received, <br />that he did not believe the Council had ever taken any positive <br />action or approach to appointing an editor. <br /> <br />The City Manager stated that he did not recall the subject <br />ever being discussed by Council except during the budget <br />sessions when the procedure was described to Council; that <br />Councilman Markel's recent request was the first time since <br />the beginning of the News Story that the question of material <br />content had arisen, that staff tried to make the News Story <br />as interesting as possible and reflect the policy of the Council <br />majority; and that the News Story should be an administrative <br />responsibility. <br /> <br />Vice Mayor Evans stated that he didn't agree that Mr. Campbell's <br />letter should have been printed either; however, that the <br />minority Council opinions should be given some opportunity <br />for publication. (CA 152.4) <br /> <br />Councilman Ward reported on his trip to Washington, D.C., stating <br />that it had been a very successful trip; that the City Manager <br />and he, along with the Mayors and City Managers from the cities <br />of Anaheim, Garden Grove, and Huntington Beach, had met with <br />the Man in Washington William Morgan, Congressman Hinshaw, and <br />Congressman Hanna's staff for a very good group meeting. <br /> <br />CITY COUNCIL MINUTES 357 OCTOBER 1, 1973 <br /> <br /> <br />
