Prior to voting, the Mayor acknowledged that there were a sub- <br />stantial number of people in the audience who were interested in <br />the matter. The Mayor stated that he would be glad to hear <br />those who wished to speak, however, since there was a motion <br />to continue that it would be to everyone's benefit for them to <br />defer their comments until the October 15 meeting. <br /> <br />RECESS At 8:12 P.M., the Mayor <br /> called a recess to provide <br /> those in the audience an <br /> opportunity to decide <br />whether or not they would speak that evening. The meeting <br />reconvened at 8:17 P.M. with all Councilmen present. <br /> <br />UNION HALL (Continued) Dan Conway, Resident <br /> Manager of Villa Grande <br /> Mobile Home Estates, <br /> stated that he was acting <br />as a representative of the group who was present, and that they <br />would be willing to defer their comments until the October 15 <br />meeting provided that he be included in the proposed meeting <br />with representatives of the Union Hall. <br /> <br />The Mayor assured Mr. Conway that he would be invited to attend <br />any such meeting or meetings. (CA 127) <br /> <br />COMPENSATION The Mayor stated that the <br />BOARDS AND COMMISSIONS matter of compensatio~2 for <br /> Board and Commission mem- <br /> bers should probably be <br />continued to another meeting when written material on the sub- <br />ject could be distributed to Council for consideration. <br /> <br />Councilman Griset stated that he felt that additional recognition <br />of services to the City of Santa Ana was needed; that there were <br />people who were qualified and willing to serve who were not <br />financially independent; that the members needed to be recognized <br />financially for the time that they spent to underline the City's <br />appreciation of the services that were rendered; that he felt <br />the $20.00 per meeting to the Planning Commissioners should be <br />increased, and that the members of certain other Boards and <br />Commissions should receive $15.00 per regular meeting attended. <br /> <br />Councilman Ward stated that he felt in most instances the Plan- <br />ning Commissioners were working as hard as many of the Council- <br />men and that they should be receiving an adequate expense <br />allowance; that he would like to see an analysis of compensation <br />to all Boards and Commissions; that it would be helpful to have <br />a list of all Boards and Commissions along with their regular <br />meeting dates and an indication of the number of times they <br />met per month, and the average length of their meetings; that <br />such a list would show Council if the Boards and Commissions <br />were being utilized properly; that he was very concerned about <br />the Boards and Commissions--that he wondered if some were even <br />needed and if they should not be done away with rather than <br />supported; that the members should become more active and involved, <br />and that if compensation were a way to achieve this, he would <br />be for it. <br /> <br />Mayor Patterson stated that Council asked a lot of and should <br />be able to expect a lot from the members; that $15.00 or even <br />$50.00 per meeting would not fully compensate them in that many <br />spent time outside of meetings visiting people and sites. <br /> <br />CITY COUNCIL MINUTES 360 OCTOBER 1, 1973 <br /> <br /> <br />
