Councilman Evans requested information regarding absenteeism. <br /> <br />Anthony Filicicchia, 413 W. Alpine, stated that he felt the <br />Planning Commission had not done a good job and that they owed <br />the City some money. <br /> <br />Consideration of the matter of compensation for Board and <br />Commission members was continued to October 15, 1973, on <br />motion of Councilman Ward, seconded by Councilman Yamamoto, <br />and carried with Councilmen Markel and Evans dissenting. <br />(CA 80.9) <br /> <br />ORAL COMMUNICATIONS Mr. Anthony Filicicchia, <br />NEWSPAPER VENDING MACHINES 413 W. Alpine, stated <br /> that he was concerned <br /> about newspapers in <br />vending machines containing obscene material and available <br />to any child, without supervision, who had the money to <br />purchase one. <br /> <br />The City Manager stated that Council had recently adopted an <br />ordinance relating to newspaper vending machines on the public <br />right-of-way which pertained only to material that was visible <br />through the cover of the vending machine, and that he would <br />get a report to Council as to the effectiveness of the ordinance. <br />(CA 153) <br /> <br />ORAL COMMUNICATIONS Mr. Jim McGuigan, 5642 <br />EMPLOYEE HEALTH. RECORDS Keelson Avenue, stated <br /> that he had left the employ <br /> of the City of Santa Ana <br />one month before; that just prior to leaving the City he had <br />had a physical exam, the results of which indicated the desira- <br />bility of a comparative X-ray of the chest taken within the <br />last two years; that on September 14, 17, and 20, he had made <br />specific requests of the Personnel Department to release his <br />medical records to make an X-ray available for the doctor's <br />evaluation; that he was told that only one person could authorize <br />such a release and on the various days he had called that person <br />was out of the office or away from his desk; that a secretary <br />advised him it would not be possible to provide the X-ray but <br />the City would furnish a statement to the effect that the X-ray <br />was "fine"; that he was finally informed by a member of the <br />Manager's staff that his health records did not include an <br />X-ray; that he had since undergone extensive X-rays at his own <br />expense and was concerned about the establishment of a viable <br />policy for present and future employees with regard to releasing <br />medical records for diagnostic purposes. <br /> <br />The City Manager stated that previously the City had always <br />released medical records to a doctor when requested; that in <br />his meetings with the three employee groups, the problem of <br />release of health records had never been brought to his <br />attention; that he would be pleased to look into the matter <br />and furnish Mr. McGuigan with a report. <br /> <br />The Mayor assured Mr. McGuigan that if there was no clear policy <br />that one would be established as a result of his visit to Council. <br />(CA 50) <br /> <br />CITY COUNCIL MINUTES 361 OCTOBER 1, 1973 <br /> <br /> <br />
