MOTOR VEHICLE NOISE Council endorsed the <br /> position contained in <br /> the Resolution of the <br /> Orange County Board of <br />Supervisors dated September 19, 1973, on motion of Councilman <br />Griset, seconded by Councilman Ward, and unanimously carried <br />on a 6 - 0 vote. The Resolution requested the Legislature <br />to consider increasing appropriations to facilitate a higher <br />degree of enforcement of motor vehicle noise laws; requested <br />the California Highway Patrol and local police agencies to more <br />stringently enforce the existing laws; and supported proposals <br />of the Technical Advisory Panel on Motor Vehicle Noise relating <br />to the regulations of the sale of muffler and exhaust systems <br />for motor vehicles. (CA 145.3) <br /> <br />LATE CLAIM The Application to present <br />KENNETH J. MARKIN a late claim, dated Septem- <br /> ber 12, 1973, from Thomas <br /> M. Whaling, Attorney for <br />Kenneth J~ Markin, was denied on motion of Councilman Griset, <br />seconded by Councilman Yamamoto, and unanimously carried on a <br />6 0 vote. (CA 65.7) <br /> <br />PROPOSED CHARITABLE Council considered the <br />SOLICITATION ORDINANCE report of the City Attorney <br />(REVISED) dated September 25, 1973, <br /> relating to proposed <br />changes in the ordinance regulating charitable solicitations <br />within the City. Council instructed the City Attorney to pre- <br />pare the necessary ordinance for presentation to Council for <br />first reading on November 5, 1973, on motion of Councilman <br />Griset, seconded by Councilman Yamamoto, and unanimously carried <br />on a 6 - 0 vote. (CA 91) <br /> <br />PROPOSED CODE REVISIONS Council considered the <br />LICENSES, PERMITS, APPEALS report of the City Attorney <br /> dated September 25, 1973, <br /> relating to proposed <br />revisions to the City Code which would simplify procedures for <br />the granting or denying of licenses and permits and for City <br />Council hearings of appeals from the denial of licenses and <br />permits. <br /> <br />Council instructed the City Attorney to develop the proposed <br />changes outlined in the report and prepare the necessary <br />ordinances for adoption, on motion of Councilman Griset, <br />seconded by Councilman Yamamoto, and carried on a 5 - 1 vote, <br />with Vice Mayor Evans dissenting. (CA 65.6) <br /> <br />WATER RATB INCREASE After considering the <br /> report of the Director <br /> of Public Works dated <br /> September 26, 1973, <br />recommending a 20 per cent increase in the water rate, Council <br />instructed staff to prepare the necessary resolutions for <br />implementation and to present them to Council for adoption <br />on October 15, 1973, on motion of Councilman Griset, seconded <br />by Councilman Ward, and unanimously carried on a 6 0 vote. <br /> <br />The report indicated that there was a need for a water rate <br />increase to bring revenues into line with expenses; that the <br />last increase had been in 1968 and there had been a deficit <br />in the water utility fund each year subsequent to that increase. <br />(CA 12) <br /> <br />CITY COUNCIL MINUTES 355 OCTOBER 1, 1973 <br /> <br /> <br />
