z) <br /> <br />Provide periodic reports to Council on progress being <br />made in implementing the improvements specified in <br />the Memorandum of Agreement; and <br /> <br />3) <br /> <br />Keep residents of Villa Grande Mobile Home Park <br />advised of progress toward implementing terms of <br />the agreement. <br /> <br />Prior to the motion, Rosemary Kubechek, 3353 South Baker, <br />representing Ysidro Ruvalcava, the Union representative, stated <br />the Mr. Ruvalcava had indicated his desire to cooperate fully, <br />however, he considered the provision of the Memorandum of <br />Agreement requiring one guard for each one hundred people in <br />attendance to be unfair, and based on maximum occupancy, 1,023, <br />would result in 10 guards; that Mr. Ruvalcava believed six <br />guards would be adequate for the hall and parking lot, and that <br />when the parking lot was redesigned, two guards would be suffi- <br />cient; that sometimes there were only two hundred people in <br />attendance at the Union Hall functions. (CA 127) <br /> <br />SIDEWALK IMPROVEMENT Council considered the report <br />1600 BLOCK SOUTH BROADWAY of the Director of Public <br /> Works dated October 11, 1973, <br /> relating to the maintenance <br />of sidewalks, and an inquiry from Bill Brown, 4412 Bluewater, <br />Anaheim, regarding repairs that were needed to the sidewalk and <br />road adjacent to his property at 1614 South Broadway, Santa Aha. <br /> <br />Staff was directed to complete the research project referred to <br />in the report relating to maintenance of sidewalks and to submit <br />a report to Council within sixty days, on motion of Councilman <br />Griset, seconded by Councilman Markel, and unanimously carried. <br /> <br />Prior to voting, Bill Brown requested Council to take some <br />action that evening to exercise its power to ask the property <br />owners involved to make the needed repairs rather than wait for <br />another report from staff. He circulated to Council a letter <br />dated October 15, 1973, and original photographs, copies of <br />which were included in Council's packets. (CA 35) <br /> <br />SPECIAL RECOGNITION <br /> <br />being in the audience. <br /> <br />The Mayor introduced <br />Steve Semotan, and <br />asked him to explain to <br />Council his reason for <br /> <br />Mr. Semotan stated that he was a college student involved in a <br />course entitled "Sociology of Small Groups", and that his project <br />was to observe the Councilmen and their transactions and come up <br />with a report. <br /> <br />17TH STREET-SANTA ANA Council considered the <br />FREEWAY INTERCHANGE report of the Director <br /> of Public Works dated <br /> October 10, 1973, relating <br />to proposals for revising the 17th Street-Santa Aha Freeway <br />Interchange to provide for the ultimate widening of 17th Street <br />at that location, and the two alternate plans developed by the <br />State Department of Transportation. <br /> <br />Councilman Griset's motion to recommend to the State Department <br />of Transportation the adoption of Plan SP-4 for the reconstruc- <br />tion of the interchange of 17th Street with the Santa Ana Free- <br />way (Interstate 5), was seconded by Councilman Markel, and <br />carried on the following vote: <br /> <br />CITY COUNCIL MINUTES 387 OCTOBER 15, 1973 <br /> <br /> <br />
