(CA 77.3) <br /> <br />MAYOR'S FREEWAY COMMITTEE James Binckley was <br /> appointed to the Mayor's <br /> Freeway Committee <br /> subject to normal <br />application reviewing procedures, on motion of Councilman Ward, <br />seconded by Councilman Evans, and carried with Councilman Markel <br />dissenting. (CA 29.10(a)) <br /> <br />BOARDS AND coMM~s'ioNs Council acted to inform the <br />REIMBURSEMENT OF EXPENSES Chairmen of each board or <br />FOR EDUCATIONAL CONFEP~ENCBS commission that they would <br /> be eligible to attend any <br />educational or City function held within the State of California <br />and receive reimbursement from the City for travel, luncheon and <br />meeting expenses, on motion of Councilman Yamamoto, seconded by <br />Councilman Ward, and unanimously carried. <br /> <br />During the discussion prior to the vote, it was brought up that <br />all requests for reimbursement would have to come to Council for <br />approval, and that Council would be more willing to approve <br />expenses for local conferences. (CA 80.9) <br /> <br />ORAL COMMUNICATIONS The Mayor suggested <br />CAMPAIGN EXPENSES that there be some <br />COUNCILMANIC ELECTIONS limitation as to the <br /> amount of money a person <br />could spend in connection with seeking election or re-election <br />to the City Council. <br /> <br />Council referred the suggestion to the City Attorney on motion <br />of Mayor Patterson, seconded by Councilman Ward, and carried <br />with Councilman Evans dissenting. (CA 68) <br /> <br />ORAL COMMUNICATIONS Councilman Markel stated <br /> that he believed the City <br /> had a good Mayor in that <br /> he had cut his eye teeth <br />in public administration in the City of Santa Ana, however, <br />that the Charter spelled out very definitely the powers of the <br />Council, and particularly of the Mayor, stating that the Mayor <br />shall not have any administrative position or power or authority; <br />that he believed the Mayor was exercising authority beyond the <br />limitations set by the Charter and used as examples actions the <br />Mayor had taken in the determination of content of the News <br />Story; the recent meeting relative to the problems at th-~nion <br />Hall, 1532 Chestnut; and a letter to Mrs. Harrelson, whose son <br />had been involved in an accident. <br /> <br />Councilman Griset stated that during his terms as Mayor, he had <br />been constantly involved in matters of human relations in coopera- <br />tion with the City Manager, and that he had felt a responsibility <br /> <br />CITY COUNCIL MINUTES 389 OCTOBER 15, 1973 <br /> <br /> <br />
