MINUTES OF THE ADJOURNED REGULAR MEETING <br />OF THE CITY COUNCIL OF THE <br /> CITY OF SANTA ANA, CALIFORNIA <br /> <br />November 9, 1975 <br /> <br />An Adjourned Regular Meeting of the City Council of the City <br />of Santa Ana was convened at 12:10 P.M., by Mayor Jerry M. <br />Patterson, in Room 831 of the City Hall, 20 Civic Center Plaza, <br />proper Notice and Posting having been accomplished, with affida- <br />vits on file in the office of the Clerk of the Council. The <br />following Councilmen were present: Vernon S. Evans, John Garthe, <br />J. Ogden Markel, Harry K. Yamamoto, and Mayor Jerry M. Patter- <br />son. Councilman James E. Ward arrived at 12:25 P.M. Councilman <br />Griset was absent. <br /> <br />The following Staff members were also present: City Manager <br />Bruce C. Spragg, Director of Planning Charles C. Zimmerman, <br />Assistant City Manager Thomas J. Andrusky, Assistant Director <br />of Public Works John E. Stevens, Deputy City Attorney Frank J. <br />Fekete (subsequently joined by City Attorney James A. Withers), <br />member of the Planning Staff James Fitzpatrick, and Clerk of the <br />Council Florence I. Malone. Representatives of the Press were <br />also present. <br /> <br />BIKE ROUTE PLAN The Director of Planning <br /> reported that the Planning <br /> Commission had held at <br /> least five hearings rela- <br />tive to the development of a Bike Route for the City, pursuant <br />to the direction of the City Council; that a formal hearing on <br />the Bike Route Plan was scheduled for the November 19 City <br />Council meeting; and that the presentation today would be an <br />informal preliminary review of the proposal which had been <br />recommended for adoption by the Planning Commission. <br /> <br />Mr. James Fitzpatrick, Planning Staff member stated that a survey <br />of the bike needs of the City had disclosed that there are <br />currently an estimated 40,000 bicycles in the City, which has <br />resulted in a considerable number of safety problems. In his <br />slide presentation that followed, Council viewed the proposed <br />bike route locations, including the Santa Ana River route, and <br />was advised that the system would be recreational and commuter; <br />and that the plan is to integrate and coordinate the City's <br />bike route with adjacent cities and the County. <br /> <br />The Planning Director emphasized that this represented "Imple- <br />mentation Phase I" which involved a 33-mile route; that it was <br />a test system but a complete system; that it would serve 51 <br />per cent of the City's school children with access to one trail <br />or another; that on-street parking will constitute one of the <br />route's biggest problems; that its implementation will involve <br />~arking restrictions or elimination; and that the budget includes <br /> 125,000 to immediately commence development which should be <br />completed within the year; and that the route is malleable, <br />flexible and workable. <br /> <br />Councilman Ward stated that it was a good system but expressed <br />disappointment that it did not include the Central City. <br /> <br />Councilman Evans stated that part of the funding should come from <br />the people who use the bike trail and recommended a license fee <br />increase to $1.00 per year for each bicycle. <br /> <br />CITY COUNCIL MINUTES 419 NOVEMBER 9, 1973 <br /> <br /> <br />
