The Planning Director stated that the plan would include a program <br />to encourage the design and use of bicycle racks in shopping <br />centers as one method of security, a concern expressed by Council- <br />man Ward. <br /> <br />It is anticipated that right of way for the route along the Pacific <br />Electric Railway can be obtained at a nominal cost, according <br />to the Planning Director. <br /> <br />OPEN SPACE ELEMENT The Planning Director <br /> stated that a formal <br /> hearing on the Open Space <br /> Element of the General <br />Plan was scheduled for the November 19 Council meeting; and that <br />today's presentation would lend itself to questions and answers <br />in addition to a general informal review of the Open Space <br />Element. <br /> <br />He stated that this element was one of nine state-mandated ele- <br />ments to the General Plan, and that the continued issuance of <br />building permits depended upon its adoption on or before December <br />31, 1973. <br /> <br />A map designating the City's publicly-owned open space, indicating <br />its use as recreational or non-recreational,was distributed to <br />the Council together with a map designating privately-owned land, <br />indicating a present-use open space or a desirable open-space <br />use. <br /> <br />The Director stated that the Open Space Plan as depicted on the <br />first map has been recommended by the Planning Commission for <br />adoption by the City Council; and that the second map is a long- <br />range proposal for open space. <br /> <br />PRIORITIES AND GOALS OF THE The report from the Plan- <br />PLANNING COMMISSION ning Department, dated <br /> October 31, 1973, outlining <br /> the Planning Commission's <br />priorities and goals was continued to the next Council meeting, <br />November 19, 1973, by unanimous informal consent. <br /> <br />WILLOWICK GOLF COURSE The Mayor stated that the <br /> Council's action on Mon- <br /> day, November 5, 1973, <br /> to retain Willowick Golf <br />Course as part of the City presented a problem of reaction and <br />counter reaction between the City and the City of Garden Grove; <br />that Council should consider the possibility of Garden Grove's <br />selling the golf course for apartment development; and that <br />it was very important to maintain the land as open space. <br /> <br />The City Attorney stated that the indenture and the lease from <br />Willowick Corp. to the City of Garden Grove tend to limit the <br />property to golf course use; that conceivably they could default <br />on the bonds and in that event, the purchaser could develop the <br />property based on its zoning. <br /> <br />CITY COUNCIL MINUTES 420 NOVEMBER 9, 1973 <br /> <br /> <br />
