Prior to the vote, Councilman Evans announced that he would <br />abstain from voting due to the fact that he had been absent <br />from the public hearing and had a conflict of interest. (CA 15.4) <br /> <br />RES. 73-132 A motion to approve <br />RESTRICTING STOPPING A RESOLUTION OF THE <br /> CITY COUNCIL OF THE <br /> CITY OF SANTA ANA <br />RESTRICTING STOPPING ON CERTAIN AREAS OF FIRST STREET by <br />Councilman Griset, seconded by Councilman Ward, was tabled <br />on motion of Councilman Griset, seconded by Councilman Garthe, <br />and unanimously carried. (CA 18) <br /> <br />RES. 73-151 A RESOLUTION OF THE <br />TRANSPORTATION CONTROL PLAN CITY COUNCIL OF THE <br />SOUTH COAST AIR BASIN CITY OF SANTA ANA <br /> OPPOSING THE PROPOSED <br />ENVIRONMENTAL PROTECTION AGENCY TRANSPORTATION CONTROL PLAN <br />FOR THE SOUTH COAST AIR BASIN was adopted on motion of <br />Councilman Griset, seconded by Councilman Evans, and carried <br />on the following vote: <br /> <br />AYES: <br /> <br />Griset, Evans, Ward, Patterson, Yamamoto, Garthe, <br />Markel <br /> <br />NOES: None <br /> <br />ABSENT: None <br /> <br />Mayor Patterson reported that the Environmental Protection <br />Agency had extended for one year the parking surcharges of <br />the EPA Transportation Plan. He stated that in his opinion <br />car manufacturers will have to produce "clean" air pollution <br />free cars; that federal funds should be used to develop new <br />modes of transportation; that car pooling should be encouraged; <br />and that gas rationing and higher gas prices appear to be <br />inevitable. <br /> <br />Councilman Ward stated that now was the time to prepare the <br />citizens for the impact of energy conservation and resultant <br />life-style changes; that policies need to be initiated now; <br />and study sessions should be scheduled to develop them. He <br />suggested use of parking meters, reduction in parking and <br />in-lieu fees for public transit instead of parking lots. <br />(145.8a) <br /> <br />WRITTEN COMMUNICATIONS Council referred to <br />ORANGE COUNTY HEALTH staff the letter from <br />PLANNING COUNCIL the Orange County Health <br /> Planning Council dated <br />November 27, 1973, from San Juan Capistrano, transmitting <br />resolution urging maintenance of proper "Consumer-Provider" <br />membership ratio on Orange County Health Planning Council, <br />on motion of Councilman Griset, seconded by Councilman Evans, <br />and unanimously carried. (CA 112.7) <br /> <br />DEDICATION OF MILE SQUARE Council considered the <br />REGIONAL PARK letter from Supervisor <br /> David L.
