On motion of Councilman Griset, seconded by Councilman Evans, <br />and unanimously carried, Council appointed Mayor Patterson <br />to represent Council at the dedication, and requested <br />the Cultural Heritage Committee to recommend items for <br />possible inclusion in the time capsule to Council. (CA 112.16) <br /> <br />RECREATION ELEMENT On motion of Councilman <br />ORANGE COUNTY GENERAL PLAN Ward, seconded by Council- <br /> man Yamamoto, and carried <br /> on a 6 - 1 vote, with <br />Councilman Evans dissenting, Council received and filed the <br />following Amendments to the Recreation Element of the Orange <br />County General Plan: <br /> <br />me <br /> <br />Board of Supervisors Resolution dated <br />November 21, 1973, adopting Amendment <br />No. 4 of the Master Plan of Regional <br />Parks relating to Centennial Park; and <br /> <br />Board of Supervisors Resolution dated <br />November 21, 1973, adopting Amendment <br />No. 5 to the Countywide Skeletal Bicycle <br />Plan identifying certain routes of <br />Countywide significance within the cities <br />of Orange, Eullerton, La Habra, Santa <br />Ana, Huntington Beach and Villa Park. <br /> <br />The effect of the Board's action relative to Centennial Park <br />is that as a County-wide park, it is eligible for County funds. <br />(CA 11Z.S) <br /> <br />PRIORITIES AND GOALS On motion of. Councilman <br />PLANNING COMMISSION Ward, seconded by Council- <br /> man Griset, and unanimously <br /> carried, Council (1) <br />Received and filed the report from the Planning Department <br />dated October 31, 1973 entitled "Priorities and Goals of the <br />Planning Commission"; and (2) Endorsed the development of a <br />departmental work program of priority projects related to <br />manpower resources. <br /> <br />Council also requested the Planning Director to provide the <br />complete list of projects (approximately 45 items) that the <br />Planning Department and Commission will be considering in the <br />new year indicating the order of their priority. (CA 78.1) <br /> <br />OPEN SPACE On motion of Councilman <br />ACQUISITION PRIORITIES Griset, seconded by <br /> Councilman Yamamoto, <br /> and unanimously carried, <br />Council referred the report of the Planning Director dated <br />November 30, 1975 entitled "Open Space Acquisition Priorities" <br />to the Parks and Recreation Board and Planning Commission for <br />review and adoption prior to City Council action. (CA 78.3d) <br /> <br />ENERGY CRISIS Councilman Griset's <br />PRIORITIES OP motion, seconded by <br />MUNICIPAL SERVICES Councilman Yamamoto, to <br /> receive and file the <br />reports relative to the energy crisis was tabled to the <br />December 17 meeting on the unanimously carried motion of <br />Councilman Garthe, seconded by Councilman Ward, pending a report <br />from staff regarding conservation of energy measures for munici- <br />pal services. <br /> <br />CITY COUNCIL MINUTES 462 DECEMBER 10, 1973 <br /> <br /> <br />
