VARIANCE 73-53 Council received and <br />HARLEN DELEON LA~4BERT filed the Determination <br /> of Exemption and the <br /> Planning Commission <br />Findings of Fact approving the following variance application, <br />on motion of Councilman Griset, seconded by Councilman <br />Yamamoto, and carried, with Councilman Markel dissenting: <br /> <br />VA 73-53, HARLEN DELEON L~uMBERT - To allow a <br />dog kennel, including boarding and training <br />of seeing eye, security guard and police dogs <br />at 4131 South Main Street in the C 2 District. <br /> <br />Councilman Markel objected to the location of the kennel, <br />stating that it was not a proper operation at tke entrance <br />of the southern part of the City. (CA 13) <br /> <br />MINOR EXCEPTION 73-25 <br />RAYMOND RANGEL <br /> <br />Minor Exception Application, <br />seconded by Councilman Ward, <br />Markel and Evans dissenting: <br /> <br /> Council received and <br /> filed the Zoning Adminis- <br /> trator's Findings of <br /> Fact denying the following <br />on motion of Councilman Griset, <br />and carried, with Councilmen <br /> <br />EX 73-25, RAYMOND RANGEL - To waive 20 per cent <br />of the required parking for a proposed retail <br />store at 306-308 E. Fourth Street in the C 2 <br />District. <br /> <br />The dissenting Councilmen opposed the motion on the basis that <br />the parking requirements were not realistic for downtown Santa <br />Ana small lots; and that they tended to discourage new <br />business in that area. (CA 13.2) <br /> <br />PUBLIC PROPERTY USE On motion o~ Councilman <br />SCHOOL OF OUR LADY Evans, seconded by <br /> Councilman Griset, and <br /> unanimously carried, <br />Council referred to staff for additional information, and <br />continued to December 17, 1973, the following Application to <br />Use Public Property: <br /> <br />SCHOOL OF OUR LADY, to use Sixth Street between <br />Raitt Street and Pacific Street one to two hours <br />a week on Wednesday or Friday between 3:30 P.M. <br />and 5:00 P.M., for parade practice. (CA 45.1) <br /> <br />RECESS <br /> <br />present. <br /> <br />At 4:45 a recess was <br />declared. The meeting <br />reconvened at 5:25 P.M. <br />with all Councilmen <br /> <br />TENTATIVE PARCEL On motion of Councilman <br />MAPS NO. 845 and 846 Evans, seconded by <br /> Councilman Yamamoto, <br /> and unanimously carried, <br />Council received and filed the Negative Declarations, and <br />approved the following parcel maps subject to conditions con- <br />tained in Planning Director's Report, and waived the alley <br />requirement on each: <br /> <br />CITY COUNCIL MINUTES 454 DECEMBER 10, 1973 <br /> <br /> <br />
