(CA 151.2) <br /> <br />PUBLIC HEARING - The Mayor opened the <br />ZONE CHANGES AND public hearing on the <br />ENVIRONMENTAL IMPACT REPORT proposed zone changes <br /> of various public and <br />quasi-public parcels to rezone certain parcels from their <br />present Zoning Classifications to the "O" (Open Space) District, <br />or a more restrictive District, and considered the related <br />Environmental Impact Report, proper notice having been given <br />by the Clerk. <br /> <br />The Planning Director summarized the report to the City Manager <br />dated December 6, 1973 entitled "Proposed Open Space Zone <br />Changes", with Appendices A and B, and referred to Planning <br />Commission Resolution 6044, dated December 4, 1973, recommending <br />approval of all parcels indicated on the Open Space Plan to be <br />rezoned from their present classification to the "0" District. <br /> <br />The Clerk reported there were no written communications. <br /> <br />There were no proponents or opponents, and the Mayor closed <br />the public hearing. <br /> <br />ORDINANCE NS-1193 - AN ORDINANCE OF THE CITY COUNCIL.OF THE <br />CITY OF SANTA ANA APPROVING AMENDMENT APPLICATION ?26 INI- <br />TIATED BY THE SANTA ANA PLANNING COMMISSION, AMENDING SEC- <br />TIONAL DISTRICT MAPS LISTED IN APPENDIX "A", AND REZONING <br />ALL PARCELS IDENTIFIED IN APPENDIX "B" FROM THEIR PRESENT <br />ZONING CLASSIFICATION TO THE "0" (OPEN SPACE LAND) DISTRICT <br />was passed to second reading and the Environmental Impact <br />Report was approved on motion of Councilman Griset, <br />seconded by Councilman Evans, and carried on the following <br />vote: <br /> <br />AYES: Griset, Evans, Patterson, Yamamoto, Garthe, Markel <br /> <br />NOES: Ward <br /> <br />ABSENT: None <br /> <br />Prior to voting, Councilman Ward stated that he was in favor <br />of all of the proposed zone changes, except the narrow, broken <br />area on the north side of First Street, south of Birch and <br />Flower Parks, as shown on Sectional District Map 12-5-10 of <br />Appendix A; that he would oppose a "strip" park on First <br />Street; that a greenbelt area could be achieved by re-zoning <br />and setbacks.
