County of San Joaquin <br />1 Intent of the Request for Proposal (RFP) <br />Through the solicitation of proposals, San Joaquin County ( "the County ") intends to <br />establish a method by which California Counties and Cities can leverage their collective <br />buying power to procure anti -virus software for use within their respective organizations. <br />San Joaquin County intends to originate this agreement on behalf of the membership of <br />the California County Information Systems Directors Association (CCISDA) and the <br />Municipal Information Systems Association of California ( MISAC). <br />Once established, the procurement vehicle created by this RFP will allow Counties and <br />Cities, at their sole discretion, to purchase anti -virus software from the winning <br />vendor(s). The anti -virus software and services provided by the RFP can be procured by <br />the individual Counties and Cities at any time between July 2003 and June 2005. <br />Counties and Cities will be able to procure product and/or purchase services for 1, 2 or 3 <br />years during the July 2003 to June 2005 enrollment period. <br />Vendors are encouraged to submit proposals that provide the highest value solution <br />available within the constraints described in this RFP. The County may reject any <br />proposal that does not adequately address the products and services required in this RFP. <br />The County will complete the competitive procurement for anti -virus software in June <br />2003. <br />2 Background <br />The California County Information Services Directors Association is the official <br />organization of the county information technology directors in the State of California. <br />CCISDA represents 43 of the 58 California counties in the area of information <br />technology and county government. The Municipal Information Systems Association of <br />California is a statewide organization of approximately 150 member agencies. Together, <br />CCISDA and MISAC have over 300,000 desktop computers in operation. <br />In preparation for this RFP, a survey was conducted of County and Cities to determine <br />the type of anti -virus software currently in use. The survey results identified the 3 most <br />widely used vendors for anti -virus software in California Counties and Cities as <br />Symantec, TrendMicro and McAfee. <br />Collectively, California Counties and Cities spend millions of dollars for desktop and <br />server anti -virus software. <br />FA <br />
