Task 4 Development of Drainage Facility GIS Database <br />Identify and develop GIS database parameters, data collection methods, and a GIS Operations <br />and Maintenance (O &M) manual. At a minimum, the database will include streets, catch basins, <br />piping, and industrial facilities. The drainage facility location identification will be completed as <br />part of the inspection and cleaning efforts in Task 6. <br />4.1 Research available City databases and information and identify inventory criteria and <br />attributes for drainage facility, inspection, cleaning, and industrial facility databases. <br />4.2 Develop inventory and mapping procedures, along with quality assurance /quality control <br />(QA/QC) protocol. <br />4.3 Identify data requirements, such as collecting appropriate information to assess waste <br />accumulation patterns and influences, to complete the study. Design database to include <br />identified data. <br />4.4 Design and develop GIS management program to streamline inventory and database <br />information into easily accessible mapping and information program. <br />4.5 Develop GIS O &M manual to enable the City to maintain and update GIS database and <br />mapping program. <br />4.6 Populate database with information identifying industrial facilities considered "high - <br />priority", as defined by the 2003 Orange County Stormwater Drainage Area Management <br />Plan (DAMP), for pollutant discharge. A classification of "high priority" indicates that the <br />facility contains a site or sources with a high potential threat to the water quality. <br />Format of GIS Database deliverable shall be compatible with the City's existing GIS database <br />software. The following data formats will be accepted: Bentley MicroStation DGN format, <br />Intergraph GeoMedia warehouse format or ArcView Shapefile format. Graphic data shall be <br />digitized/projected in State Plane NAD 83, Zone 406. Consultant shall coordinate with city GIS <br />Administrator to ensure complete compatibility. <br />Task Deliverables: 4.1 List of Database Inventory Criteria and Attributes, 4.2 Inventory <br />and Mapping Procedures and QA/QC Protocol, 4.5 GIS O &M Manual, 4.6 Drainage <br />Facility GIS Database <br />Task 5 Development of Inspection and Cleaning Program <br />Develop work plan to guide the inspection and cleaning program. The program will integrate <br />guidance produced by Orange County (the Principal NPDES Permittee) to satisfy Third Term <br />Permit requirements and DAMP objectives. <br />5.1 Evaluate current inspection and cleaning efforts and compare to guidance within the <br />X10' <br />10 <br />
