On motion of Councilman Griset, seconded by Councilman Ward, <br />and carried by informal unanimous consent, the Mayor was <br />instructed to send a letter to the City of Tustin, LAFC and <br />Orange County cities, expressing Santa Ana's concern that <br />every LAFC decision regarding a city's Sphere of Influence <br />be made only after due notice to the affected city or cities, <br />and opportunity to be heard at a public hearing; and refuting <br />erroneous statements made in the letter from Tustin with <br />reference to the LAFC action on December 12. (CA 78.4) <br /> <br />WRITTEN COMMUNICATION On motion of Councilman <br />JOHN L. LUTZ, JR. Griset, seconded by <br />VEHICLE PARKING DISTRICT Councilman Markel, and <br /> unanimously carried, <br />Council accepted with regret the resignation of John L. Lutz, <br />Jr. from the Vehicle Parking District, contained in letter <br />dated December 21, 1973. <br /> <br />Councilman Markel's motion, seconded by Councilman Ward, to <br />refer to staff the question of continuing need for the Vehicle <br />Parking District, and possible alternatives for meeting the <br />need, if any, carried unanimously. (CA 17) <br /> <br />WRITTEN COMMUNICATION The unanimously carried <br />PARKING COMPANY OF AMERICA motion of Councilman <br /> Griset, seconded by <br /> Councilman Yamamoto, <br />was to refer the letter received January 2, 1974 from the <br />Parking Company of America to staff for consideration and <br />inclusion in the staff report requested by Council on <br />December 10, 1973. <br /> <br />Frank Chaves, Sr., owner of Parking Company of America/California, <br />and Frank Chares, Jr., outlined the Company's procedure for <br />enforcing collection of parking lot fees, ~.e. 1) Patrolling <br />the lots several times daily to check parking meters; 2) <br />Immobilizing cars for nonpayment of fees by means of a "boot", <br />and 3) Requiring payment to be made at the Company office <br />of fifty cents for first offenses and $10.00 for each <br />subsequent offense. They stated that non-payment had been <br />habitual in the past; that the present procedure has proved <br />effective; that signing and posted notices give adequate <br />notice to lot patrons. <br /> <br />Billy C. Hall, Executive Director, City Center Association, <br />stated that the Parking Company of America had met with City <br />Center Association; that the Company had been cooperative; <br />that some solutions had been found; and that remaining <br />differences were being worked out. <br /> <br />The consensus of Council was that the Company should collect <br />its fees; that its collection methods were reasonable for <br />chronic violators, but too harsh for first and second offen- <br />ders; and that possibly better alternatives could be found <br />which would be fair to both the owner and the users of the <br />lots.
