Mr. Hasty and Mr. Evans spoke against the Appeal, and in favor <br />of granting the permit, stating that the mobile home park lots <br />are of special configuration, and require assistance in selec- <br />tion of the proper home; that the City had approved a similar <br />use two years ago in a mobile home park within one-half mile of <br />the subject location; that there was no zoning conflict and the <br />proposed sales program would help defray the costs of the <br />extraordinary development of the park. An artist's sketch <br />of the project was displayed. The plans were described as <br />including a reflection lake, an elaborate recreational facility, <br />pedestrian malls and aesthetic amenities to complement the <br />mobile home sites and quality mobile homes, and that the <br />proposal represents a residential form of housing and it <br />should be marketed in the same manner as a conventional home. <br /> <br />The following persons spoke in favor of the appeal and in oppo- <br />sition to the approval of the CUP: <br /> <br />Mr. Anton Dumhart, 12411 Gilbert Street, Garden <br />Mr. Dave Dununcio, Seal Beach <br />Mr. Harry Lemke, 17542 Bonner Drive, Santa Aha <br />Mr. Neil Nordlander, Sacramento <br /> <br />Grove <br /> <br />The appeal proponents stated that the existing mobile home dealers <br />in Santa Ana are willing and able to supply mobile homes to all <br />the mobile parks in the area; that granting the CUP would force <br />buyers to purchase from one dealership; that a mobile park can <br />be successful without in-park sales; that the applicant is an <br />expert in the field and should have been aware of the land costs <br />and whether or not there was a suitable profit in its rental <br />for mobile home use; that the CUP would deny the mobile kome <br />buyer freedom of choice in his purchase because an exclusive <br />dealer would be denied the opportunity for a sale. <br /> <br />It was also pointed out that the developer of a mobile home <br />park must seek additional sources of income; and that legisla- <br />tion to prohibit closed-park sales has been defeated. <br /> <br />The following letters of opposition were filed with the Clerk: <br /> <br />Gold Crest Mobile Homes, 1206 N. Ballas, January 3, 1974 <br /> <br />There were no other proponents or opponents and the public <br />hearing was closed. <br /> <br />Councilman Yamamoto's motion to grant the appeal and instruct <br />the City Attorney to prepare a resolution denying the Condi- <br />tional Use Permit 73-17 died for lack of a second. <br /> <br />Councilman Garthe's motion, seconded by Councilman Markel, to <br />deny the appeal and uphold the decision of the Planning Commis- <br />sion and to instruct the City Attorney to prepare a resolution <br />granting the Conditional Use Permit subject to the conditions <br />contained in the Planning Commission's Findings of Fact dated <br />December 18, 1973, carried on the following roll call vote: <br /> <br />CITY COUNCIL MINUTES 18 JANUARY 7, 1974 <br /> <br /> <br />
