Council <br /> reconvened at 9:35 <br />same Councilmen present. <br /> <br />PUBLIC HEARING <br />ENVIRONMENTAL IMPACT REPORT <br />APPEAL NO. 336; VA NO. 73-60 <br />SANTA ANA ATHLETIC CLUB <br /> <br />Application No. 73-60 and to consider <br /> <br />The Vice Mayor announced <br />that this was the time <br />and place for the hearing <br />on the Environmental <br />Impact Report for Variance <br />the appeal filed by the <br /> <br />Santa Ana Athletic Club, Inc., appealing the following Planning <br />Commission Conditions of Approval for Variance Application <br />73-60, to remodel a private athletic club; and having on sale <br />liquor within 300' of residences in the CD and C 2 District <br />at 311 North Van Ness Street: <br /> <br />6 A. Minimum of 44 parking spaces. <br /> <br />6 B. <br /> <br />Two year variance termination, subject to <br />Planning Department and Planning Commission <br />review precedent to additional one-year <br />extensions. <br /> <br />The Director of Planning directed the Council's attention to the <br />Planning staff report entitled "Final Environmental Impact Report" <br />and to the Draft Environmental Impact Report filed by the appli- <br />cant, Robert B. Wilder, on behalf of the Santa Ana Athletic Club. <br />He reported that the Planning Commission had approved as the <br />City's Final Environmental Impact Report the following: <br /> <br />1) The submitted Draft EIR, including all corrections <br /> or deletions in this staff report; <br /> <br />2) Ail supplemental information attached to the staff <br /> report; <br /> <br />3) The Planning staff report. <br /> <br />There were no proponents or opponents of the Environmental Impact <br />Report. <br /> <br />The Draft EIR and the Planning staff report were approved as <br />EIR on the unanimously carried (6 0) motion of Councilman <br />Griset, seconded by Councilman Garthe. <br /> <br />the <br /> <br />The Planning Director reviewed the Planning Commission Findings <br />of Fact dated December 18, 1973, conditionally approving the <br />variance application, and stated that the Planning staff had <br />recommended denial primarily on the basis of inadequate off- <br />street parking. <br /> <br />The following persons spoke in favor of granting the appeal: <br /> <br />Mr. Robert Wilder, 22821 Islamare, E1 Toro <br />Mr. J.
