The proponents stated that business should be encouraged in <br />the downtown sector to enhance the area; that the Athletic <br />Club would be an asset; that if a decision is made to develop <br />a concentrated downtown area, the parking solution would be <br />vertical parking and parking districts, rather than parking <br />spaces for each individual business; that the City Hall had <br />been built without sufficient parking; and that it would appear <br />a dual standard exists in this respect. <br /> <br />Mr. Wilder displayed an overhead transparency of a chronology <br />of events relative to his plans to develop the Santa Ana <br />Athletic Club; it indicated an expenditure of $93,000 between <br />early June and December 12, 1973. He described the series of <br />events leading up to the hearing and stated that until Octo- <br />ber 5, the staff had not advised him of the parking require- <br />ment for his proposal, and that he had received four partial <br />building permits for alterations to the building. <br /> <br />He stated that in an attempt to secure the 44 required parking <br />places, he had succeeded in obtaining commitments for a 30-year <br />lease on 18 spaces located at the corner of Fourth and Ross <br />Streets, and a S-year lease for 16 spaces located at the <br />corner of Third and Ross Streets. Mr. Wilder filed letters <br />of intent to this effect with the Clerk and requested Council <br />to accept the 34 spaces in lieu of the 44 required by condi- <br />tion 6 A of the Planning Commission approval. <br /> <br />There were no other proponents or opponents. <br /> <br />The Planning Director refuted Mr. Wilder's chronology of events <br />and stated that plans for the club had been revised several <br />times affording little opportunity for staff to review the <br />problems with Mr. Wilder; and that the required 44 parking <br />spaces is a reasonable compromise for the 100 which would <br />provide a good facility. <br /> <br />The Director of Building Safety and Housing, Wendell Bril, <br />stated that the plans originally submitted by the applicant on <br />August 1S, 1973, were considerably deficient with respect <br />to the issuance of the building permit, and a plan check was <br />undertaken; that despite some problems, a building permit was <br />issued on August 21 to allow the applicant to get started <br />prior to completion of the plan check on September 4; that <br />additional partial permits were issued; that there are still <br />a few minor deficiencies in the plans, and final approval is <br />pending. <br /> <br />The public hearing was closed. <br /> <br />Councilman Griset moved to approve the appeal subject to the <br />acquisition of 18 additional parking spaces on a thirty-year <br />lease that is coincident with the basic lease of the building, <br />and the acquisition of sixteen spaces on a five-year lease <br />basis, and an agreement between the City and Mr. Wilder on <br />a value for his leasehold interest in these two properties in <br />the event of the redevelopment of the property within the next <br />ten years. Councilman Ward seconded the motion. <br /> <br />Vice Mayor Evans moved to amend the motion to delete the latter <br />part relative to the agreement between the City and Mr. Wilder. <br />The motion to amend was seconded by Councilman Ward. <br /> <br />The vote on the amendment to the motion was as follows: <br /> <br />CITY COUNCIL MINUTES <br /> <br />2O <br /> <br />JANUARY 7, 1974 <br /> <br /> <br />
