RES. 74-08 AMENDING SECTION 3 OF <br />ADMINISTRATIVE ASSISTANT RESOLUTION NO. 58-281 <br /> TO ADD CLASS TITLE OF <br /> ADMINISTRATIVE ASSISTANT <br />was read by title only and full reading was waived on the <br />unanimously carried motion of Councilman Evans, seconded <br />by Councilman Ward. The resolution was adopted and the <br />class specifications for Administrative Assistant were <br />approved on motion of Councilman Griset, seconded by Council- <br />man Ward, with Councilmen Garthe and Markel dissenting. <br /> <br />The Administrative Assistant is an exempt position, appointed <br />by the City Manager, assigned to the Mayor and under the direct <br />supervision, and included in the budget, of the Clerk of the <br />Council. (CA 50.1) <br /> <br />AIR CONDITIONING The Director of Public <br />SYSTEM EMERGENCY PURCHASE Works was authorized to <br /> negotiate the emergency <br /> purchase of an air <br />conditioning system for the Central Computer area on an <br />emergency basis, without the necessity for the normal bidding <br />procedure, pursuant to Charter Section 421, on.the unanimously <br />approved motion of Councilman Markel, seconded by Councilman <br />Evans, based on the following findings of fact: <br /> <br />1) <br /> <br />That the Central Computer is responsible for maintaining <br />the water billing operation, the City payroll, and the <br />Police records; <br /> <br />2) That the computer system will not operate properly in <br /> an environment warmer than 78 degrees farenheit; <br /> <br />3) <br /> <br />That due to the energy crisis, the Civic Center Utility <br />System cannot supply power to continuously air condition <br />the computer area; <br /> <br />4) <br /> <br />That the inability to maintain constant computer opera- <br />tion threatens serious disruption of City government <br />and with respect to Police records, threatens the <br />health and safety of the community; in addition, <br />continued operation in a heated environment threatens <br />serious danger to the computer itself. (CA 65.5) <br /> <br />COUNCIL MEETINGS Council adopted a policy <br /> whereby regular Council <br /> meeting Monday dates <br /> that fall on legal <br />holidays will be held on the subsequent Monday, instead of <br />the Tuesday following that holiday, and the Clerk was instructed <br />to implement the policy in accordance with existing legal <br />requirements, on the unanimously approved motion of Councilman <br />Griset, seconded by Councilman Garthe.
