COMMUNITY SPOTLIGHT Mayor Patterson welcomed <br />LISA (LET'S IMPROVE Mrs. Weston Walker, <br />SANTA ANA) Executive Secretary <br /> for LISA, and one of <br />its organizers. LISA was described as a volunteer citizens <br />organization formed for the purpose of developing a year-round <br />program to stimulate and encourage the cleanup, beautification <br />and betterment of Santa Ana. <br /> <br />Areas of the organization's effectiveness include freeway <br />landscaping, City entrances, newspaper re-cycling, street <br />lighting, and historical preservation. <br /> <br />Councilman Garthe stated that Mrs. Walker was instrumental in <br />establishing the Jacaranda as the City tree and the Hibiscus <br />as the City flower. <br /> <br />In recognition of LISA's many contributions to the City, Mayor <br />Patterson stated that a City Seal Tile Plaque suitably engraved <br />was in process of preparation for delivery to Mrs. Walker. <br />(CA 9.3) <br /> <br />SPECIAL PRESENTATION Mayor Patterson announced <br />JOHN L. LUTZ., JR. that a Certificate of <br /> Appreciation plaque had <br /> been prepared for presenta- <br />tion to Mr. John L. Lutz, Jr., for his service to the City as <br />a former member of the Board of Parking Commission of Vehicle <br />Parking District No. 1; and that it would be mailed to him be- <br />cause it had not been possible for him to attend the meeting. <br />(CA 17) <br /> <br />PUBLIC HEARING The public hearing to <br />BIKE ROUTE DEVELOPMENT consider the removal of <br />REMOVAL OF ON-STREET on-street parking along <br />PARKING - ROSS STREET Ross Street between <br /> Seventeenth Street and <br />Civic Center Drive, and between Fourth and First Streets, to <br />provide a bike lane was opened by Mayor Patterson. <br /> <br />The Director of Planning, using slides, presented a review of <br />the City's Bike Trail/Lane Program, and described its uses as <br />commuter, recreational, and alternative transit to the automo- <br />bile. <br /> <br />The Director of Public Works stated that in September, 1973, the <br />City had received a petition signed by more than 200 people <br />requesting that bicycle lanes be established on Ross Street <br />between First and Seventeenth, eliminating parking on the east <br />or west side; that it was not feasible to consider a one-side <br />parking ban only; and that a survey questionnaire had been <br />circulated among the 109 residents on Ross Street for their <br />reaction to removal of parking from both sides of the street; <br />that nearly one-half of the questionnaires had been returned <br />with twenty per cent supporting round-the-clock parking <br />restriction, 22 per cent opposing any parking restrictions, <br />and fifty-eight per cent supporting part time restriction <br />during the day. <br /> <br />The Director reported further that a traffic count had been <br />conducted based on the view that the proposed bike lane would <br />primarily serve pupils of Willard Junior High and Santa Ana <br />High School; and that to accommodate the school traffic, part <br />time parking restrictions were recommended between the hours <br />of 2:15 A.M. and 8:15 A.M. and 2:45 P.M. to 3:45 P.M. <br /> <br />CITY COUNCIL MINUTES <br /> <br />52 <br /> <br />FEBRUARY 4, 1974 <br /> <br /> <br />
