City Traffic Engineer Joe Foust responded to Council's questions <br />regarding the California Vehicle Code bike lane size, street <br />signing and posting requirements. <br /> <br />SANTA ANA TENNIS CLUB Mayor Patterson inter- <br /> rupted the Public Hearing <br /> to recognize Mrs. Nancy <br /> McDaniel. representing <br />the Santa Ana Tennis Club. Mrs. McDaniel, on behalf of the <br />Tennis Club, presented the Mayor with a check payable to the <br />City in the amount of $2,500 for the development of Cabrillo <br />Tennis Court. The contribution had been pledged by Mrs. Mc <br />Daniel for that purpose at the Council meeting of January 21, <br />1974 at the time of the bid award for PROJECT 8022 A, Cabrillo <br />Tennis Center. Mayor Patterson accepted the check, and, as an <br />expression of the City's appreciation, presented the Tennis <br />Club with an engraved City Seal Plaque to commemmorate the <br />occasion. (CA 9.4) <br /> <br />PUBLIC HEARING <br />BIKE ROUTE DEVELOPMENT <br />REMOVAL OF ON-STREET <br />PARKING (CONTINUED) <br /> <br />The public hearing on the <br />proposed bike route and <br />removal of on-street <br />parking on Ross Street <br />was resumed. <br /> <br />The Council received and filed by unanimous informal consent: <br />1) The report from the Director of Public Works dated January <br />30, 1974; 2) The recommendation from the Planning Commission <br />dated December 27, 1973; 3) The recommendation from the Board of <br />Recreation and Parks dated January 3, 1974; 4) The letter <br />petition dated January 21, 1974 from the Willard Intermediate <br />School P.T.A. Executive Board; 5) The letter dated December 13, <br />1973 from Mr. Richard Rankin, Principal of Willard Intermediate <br />School; 6) A memorandum dated February 1, 1972 from Douglas <br />C. Laws, Attorney, 444 West 10th Street, to Councilman Ward, <br />transmitting a listing of twenty supporters of the bike lane; <br />and 7) The Clerk's affidavit of mailing Notice of the Public <br />Hearing to the original petitioners for the Bike Lane. <br /> <br />The following persons spoke in favor of the Bike Lane and <br />removal of on-street parking along Ross Street: <br /> <br />Douglas Laws, 1009 North Ross Street <br />Barbara Gaughran, 2307 North Olive Way, representing Willard <br /> School P.T.A. <br />Dick Eckert, 400-C Carriage Drive <br />Mrs. Philip Schwab, 2503 Poinsettia <br />Mrs. Nathan Tarr, (no address given) <br />Richard Rankin, Principal of Willard School <br /> <br />Mrs. Janice Boer, 912 North Lowell, stated that she was neither <br />for nor against the proposal, but expressed concern for the safety <br />of the cyclists and the false sense of security that a marked <br />bike lane might create in the minds of children, particularly <br />on a street with heavy traffic, such as Ross. <br /> <br />The proponents favored the extension of the "no-parking" period <br />to 6:00 P.M. to accommodate employee-cyclists, and bike-parking <br />areas. <br /> <br />Ms. Sue Parsons stated that she owned the property at 1519 North <br />Ross Street, and had four tenants there; that she was not con- <br />cerned with the removal of parking, but was concerned for the <br />safety of the children bicycling on Ross, which is a very narrow, <br />busy street from 3:00 P.M. on to many hours later. <br /> <br />CITY COUNCIL MINUTES 53 FEBRUARY 4, 1974 <br /> <br /> <br />
