Page 2 <br />City of Santa Ana <br />June 1, 2001 <br />rehabilitation versus reconstruction. Mr. Marvin will be assisted in the technical direction of his <br />staff by engineering graduate, Edward S. Perez, who has been with the Company since 1984. <br />LaBelle -Marvin, Inc. has provided and will continue to provide pavement evaluation services <br />for the City of Santa Ana, maintaining an open channel of communication with City personnel <br />to respond to various inquiries regarding alternative procedures of rehabilitation and routine <br />design questions. <br />The basic understanding of City needs, preferences, and the ability and willingness to adjust to <br />the changing engineering and construction environment is offered by LaBelle -Marvin, Inc. <br />Computer modeling combined with local engineering services provides the opportunity to <br />recognize unique situations effecting pavement performance such as drought or non -drought <br />conditions, impacts of landscape medians, material shortages, producer and contractor <br />limitations, etc. - <br />Ability to combine the technology advances in pavement evaluation and applying these <br />available procedures on a practical level within the local public works environment, contributes <br />to the reports issued by LaBelle -Marvin, Inc. meeting the requirements of local and regional <br />grant fund reviewing committees. LaBelle -Marvin, Inc., takes pride in the working relationship <br />with the various review personnel and considers any and all projects complete only after <br />acceptance by the City. <br />Should LaBelle -Marvin, Inc. be awarded the Annual Contract, we are prepared to execute the <br />required indemnification and hold harmless clauses in favor of the City. LaBelle -Marvin, Inc. <br />proposes to use subcontractors only for potholing services. <br />I, Mary A.
