Founded by Francis F. LaBelle who foresaw the <br />growing need for technically valid pavement evaluation within the nation, he began utilizing <br />pavement deflection methods. Now, in addition to use of Road Raters to gather non-destructive <br />deflection data for analysis, the Company'has grown to include a complete asphalt concrete <br />laboratory, pavement coring, subgrade boring and testing; 'pavement skid resistance testing, and <br />pavement smoothness testing "'using the California Profilograph. The firm is recognized <br />throughout the region and world for advances and practical application of pavement evaluation <br />and design procedures. LaBelle -Marvin, -Inc: is active in local technology exchange associations <br />such as the MaintenancesSuperintendents Association, the'AmencahlPublic Technologists, the <br />Asphalt Recycling and'Reclaiming Association, the Asphalt Paving Association, and the <br />American Society of Civil Engineers ;.'�.9;` ' <br />Our offices are located within the City of Santa Ana, with ad quate personnel, equipment, and <br />facilities to respond to ;the City's needs in a timely andprofessional manner. A pavement <br />deflection device (Road. -Rater), two trucks outfitted 'with conng and boring equipment, a <br />California Profilograph,'A Mu -Meter (Skid Tester), -and a'c, plete laboratory capable of <br />testing in accordance with Caltrans; ASTM and AASHTO test' methods are maintained. <br />Technical <br />.personnel have been trained to respond to -the unique conditions encountered in the <br />field during pavement evaluation. All key personnel will be committed to geifonn the required <br />tasks in a timely and efficient manner throughout the duration of the contract.- <br />Projects and reports issued are performed under the direct supervision of Principal Engineer and <br />Registered Engineer (California), Steven R. Marvin, who will serve as Project Engineer and <br />Manager. Mr. Marvin has been involved with the design, construction and testing of asphalt <br />concrete pavements since his association with Contra Costa County in the late 1960's.
