PROJECT WORK PLAN/SCHEDULE <br /> <br />1. METHODOLOGY: MLI will approach preparation of the City's Consolidated <br />Plan in a manner that ensures compliance with HUD regulations, keeps <br />the priorities of Santa Ana's residents at the forefront, yet provides <br />administrative staff the flexibility needed to respond to the changing <br />needs of an urban center. <br /> <br />This approach (Le., methodology) will be initiated with a detailed review <br />of current and revised Consolidated Plan regulations and guidelines, and <br />the City's most recently completed Consolidated Plan. Next, an outline <br />. of each element of the Consolidated Plan will be developed and a <br />narrative will be constructed that is reflective of the City and its planned <br />use of HUD funds. The end result will be a document that is compliant <br />with HUD regulations yet sensitive to local needs and priorities. <br /> <br />The preparation of a final Consolidated Plan document will evolve from <br />numerous preliminary tasks. The methodology/approach for these tasks <br />is detailed below: <br /> <br />CommunitY Needs Survey - MLI will defer to City staff as to the <br />specific type and scope of survey that will be undertaken to establish <br />the priority needs of the community. In terms of experience preparing <br />and analyzing the survey, MLI assisted with preparation of a multi- <br />language community needs survey for the cities of Santa Ana and <br />Whittier as part of the preparation of respective 2000-2005 <br />Consolidated Plans. These surveys utilized both open-ended questions <br />and multiple scales questions as a means to identify priority needs. <br />Questions were devised to focus respondents on activities eligible for <br />HUD funding and to help prioritize which programs will receive limited <br />federal funds in order to address priorities. Distribution of the survey <br />was the responsibility of the cities. City staff and MLI devised survey <br />questions and format jointly; MLI was responsible for analyzing survey <br />data. <br /> <br />A similar approach will be utilized to develop Santa Ana's 2005-2009 <br />Community Needs Survey. The methodology utilized to evaluate <br />responses will depend on the type of questions utilized.
