A summary of open-ended responses will also be <br />prepared that tallies and categorizes responses by topics. Survey <br />results will be provided to City staff for presentation to members of the <br />public and community leaders. Information will be included in the <br />Consolidated Plan. <br /> <br />Public WorkshODS - MLI will defer to City staff as to the format of <br />public workshops to be undertaken, In general, public workshops will <br />serve three primary functions: 1) to educate the community as to the <br />HUD resources that are anticipated to flow into the community; 2) to <br />solicit additional comments on the activities eligible for HUD funding; <br />. and 3) to prioritize which programs will receive limited federal funds to <br />address priorities. To this end, MLI will prepare a Power Point <br />presentation outlining the purpose and eligible uses of HUD funds, a <br />history of recently funded activities, and a summary of action steps that <br />will be taken to prepare the 2005-2009 Consolidated Plan. Additional <br />materials for meetings may include presentation boards and/or <br />handouts. Scheduling and securing locations for meetings will be the <br />responsibility of City staff. <br /> <br />Citizen ParticiDation Plan - A primary component of the Consolidated <br />Plan is the Citizen Participation Plan. In general terms, this document <br />outlines the steps the City will implement to ensure all residents of the <br />City (and other interested parties) receive adequate notice so they can <br />participate in the process to allocate HUD funds, and to review year-end <br />accomplishments. To a large extent HUD has delineated the content of <br />a Citizen Participation Plan. To ensure these components are included in <br />this plan, MLI will review existing HUD regulations and guidelines and <br />ensure the plan is consistent with HUD requirements. Those areas that <br />are left to local discretion (Le., definition of substantial amendment, <br />public body to hold hearings, etc.) will be prepared in consultation with <br />City staff to maximize practicality, <br /> <br />Consolidated Plan - The other components of the Consolidated Plan <br />include a housing market analysis, housing/homeless needs analysis, <br />community needs analysis, a strategic plan, and an annual action plan. <br /> <br />MLI will utilize its knowledge of the Santa Ana market to identify the <br />data sources needed to complete these analyses and to establish base <br /> <br />5 <br />
