The meet- <br />ing reconvened at 3:30 <br />P.M. with all Councilmen <br /> <br />RESOLUTION 74-52 A RESOLUTION OF THE CITY <br />CONDEMNATION - FIRST STREET COUNCIL OF THE CITY OF <br />AMENDING RESOLUTION 72-53 SANTA ANA AUTHORIZING <br /> CONDEMNATION OF REAL <br />PROPERTY FOR STREET WIDENING AND IMPROVEMENT OF FIRST STREET, <br />AND AMENDING RESOLUTION NO. 72-53 PASSED BY THE CITY COUNCIL <br />MAY 1, 1972, was adopted on motion of Councilman Evans, <br />seconded by Councilman Griset, with dissenting vote by Council- <br />man Markel. <br /> <br />At the request of Councilman Markel, Resolution 74-52 was <br />reconsidered on motion of Councilman Evans, seconded by <br />Councilman Griset, and unanimously carried. <br /> <br />Mr. David Keller, 1031 West 20th Street, stated that he was <br />opposed to the adoption of Resolution 74-52 because it would <br />deprive him of his business on the southwest corner of First <br />and Lyon Street; that in his opinion the City could purchase <br />enough of the property to allow for the widening of First <br />Street and by remodeling he could continue to operate his <br />business; and that he would be willing to sell based on the <br />City's offer of January, 1972 ($43,760). <br /> <br />The matter was referred back to staff to provide more detailed <br />information, including prior resolutions relating to the <br />property, Variance requirements if full take is not made, costs <br />involved in various alternatives available, reports from the <br />departments of Public Works, Building and Planning, and a staff <br />consensus recommendation, on motion of Councilman Evans, <br />seconded by Councilman Markel, and carried with Mayor Patterson <br />dissenting. (CA 29.8) <br /> <br />AGENDA ORDER At 4:35 P.M. Mayor <br /> Patterson suggested that <br /> Agenda items 37, 40, 42 <br /> and 61 be taken out of <br />order to accommodate interested members of the audience, and <br />Council concurred. <br /> <br />RESOLUTION NO. 74-43 A RESOLUTION OF THE <br />BILLBOARD SIGNS CITY COUNCIL OF THE <br /> CITY OF SANTA ANA <br /> INITIATING PROCEEDINGS <br />TO AMEND THE SANTA ANA MUNICIPAL CODE TO REQUIRE A CONDITIONAL <br />USE PERMIT FOR CONSTRUCTION OF OFF-PREMISE ADVERTISING SIGNS <br />AND PROHIBITING ISSUANCE OF PERMITS FOR SUCH CONSTRUCTION <br />DURING THE PENDENCY OF SUCH AMENDMENT was adopted on motion <br />of Councilman Ward, seconded by Councilman Griset, with <br />dissenting votes by Councilmen Evans and Markel. The letter <br />from the Planning Commission dated March 26, 19~ , recommend- <br />ing adoption of such resolution was received and filed by <br />unanimous informal agreement.
