<br />EMPOWERMENT ZONE <br />YOUTH WORKFORCE DEVELOPMNET PROGRAM (YWDP) <br />PLAN <br /> <br />I. <br /> <br />TERM <br />May 10, 2004 through September 30, 2004 <br /> <br />II. <br /> <br />PURPOSE <br />The Empowerment Zone Youth Workforce Development Program (YWDP) <br />will provide paid work experience for 300 in-school and out-of-school youth <br />residing in the Federal Empowerment Zone. The purpose of the program will <br />be to provide job training and education enhancement to youth who would not <br />otherwise be able to achieve employment during the summer months. This <br />program will be for first time job seekers or for those with barriers to <br />employment. <br /> <br />III. <br /> <br />POPULATION TO BE SERVED <br />The populations to be served are Federal Empowerment Zone youth between <br />the ages of 14 to 21 years. Eligibility will be determined by address and by <br />having the proper documents allowing them to work. Priority will be given to <br />those who have no work experience. <br /> <br />IV. <br /> <br />PROGRAM DESIGN, ELEMENTS, GOALS AND OUTCOMES <br />A. Program Design: <br />i. Provide an objective assessment of each youth participant that <br />includes a review of academic and occupational skill levels as well <br />as service needs; <br />ii. Develop an individual service plan including service needs <br />determined during assessment <br />B. Program Elements <br />i. The following program elements will be made available to eligible <br />youth expected to enroll in the YWDP for participation in activities <br />aimed at providing a comprehensive strategy that addresses <br />employment and training needs: <br />I. Work Experience/Special Projects (average 100 hours per <br />participant) <br />2. Workshops (minimum of 6 to 8 hours per participant) <br />a. Employment Readiness Skills <br />b. Child Labor Laws <br />c. Post-Secondary Education information <br />d. Life Skills <br /> <br />. <br /> <br />C. Goals <br />i .Prepare youth for post-secondary educational opportunities; <br />ii .Provide linkages between academic and occupational learning; <br />iii .Prepare youth for unsubsidized employment opportunities with links <br />to the job market and local employers <br /> <br />EXHIBIT A <br />
