The following people addressed Council requesting that a light <br />be installed at the intersection of Warner Avenue and Halladay: <br /> <br />Mr. Juan Gallegos, 2214 South Standard <br />Mrs. Mary Rea, 2033 Hickory Street <br />Mrs. Inez Pena, 2418 South Ramona Drive <br />Mr. Aurelo Alvarez, Emmett Street <br />Father John Coffield, 541 East Central Avenue <br />Mr. Don Gilchrist, 666 E. Dyer <br /> <br />The proponents stated that the intersection has a k~avy volume <br />of pedestrian traffic for access to school, the'Delhi Park, <br />the neighborhood church, and shopping centers; and suggested <br />that this should be a prime factor in considering the priority <br />of signal installation. <br /> <br />After deliberation, Council referred the matter to staff to <br />reevaluate the Priority List and to incorporate a pedestrian <br />factor into the traffic engineering rating technique, to <br />determine if the priority for signalization at Warner Avenue <br />and Halladay Street could be advanced, and requested a report <br />on June 3, on motion of Councilman Griset, seconded 5y <br />Councilman Yamamoto, and unanimously carried. C~A 18.3~ <br /> <br />RECESS At 9:08 & recess was <br /> called by unanimous <br /> informal consent. <br /> Council reconvened at <br />9:18 P.M. with all Councilmen present. <br /> <br />WAFFLE HOUSE Council considered the <br /> letter from the National <br /> Organization for Women, <br /> dated April 29, <br />offering to restore the Howe-Waffle House witk tke condition <br />of ownership and requesting the City Council to donate tke <br />house and space for it in Heritage Plaza, <br /> <br />Mayor Patterson stated that a public hearing would be conducted <br />in two weeks to consider the disposition of tile ]~affle House~ <br />that Council has decided to save it; and that the next step <br />is to determine who the donee will be and w~ore the house will <br />be re-located. <br /> <br />The representatives of the National Organization for Women <br />were requested to file a mailing address in order to receive <br />the "Specifications for Donees" that will be given to all <br />persons interested in acquiring the Waffle House. <br /> <br />The Clerk was instructed to mail the "Specifications" to the <br />National Organization for Women, together with any related <br />material, on the unanimously approved motion of Councilman <br />Ward, seconded by Councilman Evans. <br /> <br />The letter dated May 3, 1974, from Mrs, Betty Bines, President <br />of the Santa Aha Historical Preservation Society was discusmed <br />by Council together with "Specifications for Donees" fer the <br />Waffle House. <br /> <br />Council requested the City Attorney to modify the ~pecification9, <br />to the form of "guidelines" for potential donees indicating <br />that the Council will take into consideration various factors, <br />including available funding, possibility of restoration, per- <br />formance bond, definite preservation period, availability to <br />the public, and a reversion clause in the event of non-compliance <br /> <br />CITY COUNCIL MINUTES <br /> <br />164 MAY 6, 1974 <br /> <br /> <br />
