Potter, 929 Hickory Street. <br /> <br />The petition was received and filed on the unanimously approved <br />motion of Councilman Evans, seconded by Councilman Garthe. The <br />City Attorney was instructed to prepare an ordinance to place a <br />proposition for a low-cost senior citizen housing project on <br />the November 1974 General Election Ballot, on motion of Council- <br />man Evans, seconded by Councilman Garthe, with dissenting vote <br />by Councilman Markel. (CA 68; CA 137) <br /> <br />PUBLIC HEARING <br />P. ESOLUTION NO. 74-70 <br /> <br />THE CITY OF SANTA ANA ESTABLISHING NO <br />TEENTH STREET BETWEEN MAIN STREET AND <br />the Mayor. <br /> <br />The Public Hearing <br />to consider RESOLUTION <br />NO. 74-70 - A RESOLUTION <br />OF THE CITY' COUNCIL O~ <br />STOPPING ZONES ON SEVEN- <br />PENN WAY was opened by <br /> <br />The Assistant Director of Public Works reviewed the report, <br />dated May 1, from the Director of Public Works, pointing out <br />that the City is in violation of the conditions of approval of <br />Arterial Highway Financing Project No. 628 by permitting parking, <br />and he referred to a letter dated March 12, to that effect, from <br />the Orange County Road Commissioner. <br /> <br />The following people addressed Council in opposition to the <br />removal of parking on Seventeenth Street between Main Street <br />and Penn Way: <br /> <br />Art T. Gonzales, 122 East 17th Street <br />Walter Crancer, Jr., 210 East 17th Street <br />James C. Calabrese, 216 E. 17th Street <br />Clark Anthony Leidenfrost, 214 E. 17th Street <br />F. H. Toppin, 222 East 17th Street <br /> <br />The opponents stated that the parking should be allowed to <br />continue until the Freeway underpass is widened; th_at th_e parking <br />removal will create a safety hazard for drivers and pedestrians <br />because traffic in a third lane tends to speed; that the <br />merchants will lose business due to insufficient parking in <br />the back of their properties; and that the present parking <br />between 10:00 A.M. and 3:00 P.M. has worked out very well, for <br />safety and convenience, and business. <br /> <br />There were no other proponents or opponents and tke Mayor closed <br />the public hearing. <br /> <br />RESOLUTION 74-70 was adopted on motion of Councilman Griset, <br />seconded by Councilman Yamamoto, and unanimously carried. <br /> <br />The Director of Public Works was instructed to suspend imple- <br />mentation of the Resolution for a period of ninety days, on <br />motion of Councilman Griset, seconded by Councilman Evans, and <br />unanimously carried.
