Proposition 4, which would allow the Legislature to authorize

<br />by misfortune or calamity, was neither supported nor opposed
<br />by Council, on motion of Councilman Ward, seconded by Mayor
<br />Patterson, and carried with Councilman Evans dissenting, and
<br />Councilman Markel absent.

<br />Proposition 6, which provides that proceedings of each House
<br />and committee of the Legislature be public except as provided
<br />by statute or concurrent resolution, was neither supported nor
<br />opposed by Council, on motion of Councilman Ward, seconded
<br />by Councilman Garthe, and carried with Councilman Markel absent,
<br />
<br />The foregoing motion was reconsidered on the unanimously approved
<br />motion of Councilman Griset, seconded by Councilman Yamamoto,
<br />with Councilman Markel absent.

<br />Proposition 6 was supported by Council on the unanimously
<br />approved motion of Councilman Griset, seconded by Councilman
<br />Evans, and carried with Councilman Markel absent,

<br />Proposition 7, which would exempt from civil service the cklef
<br />administrative officer and five deputies of tke California
<br />Post - Secondary Education Commission, was neither supported
<br />nor opposed by Council, on motion of Councilman Griset,
<br />seconded by Councilman Ward, and unanimously carried with
<br />Councilman Markel absent.

<br />Proposition 8, which authorizes Sacramento County and cities
<br />within the County to consolidate as a charter city and county.,
<br />was supported by Council, on motion of Councilman ~artke,
<br />seconded by Mayor Patterson, and carried witk Councilman Markel
<br />absent.

<br />Proposition 9 requires campaign financial reporting and
<br />disclosure of assets by public officials.~ limits Campaign
<br />expenditures and regulates lobbyists. A motion to oppose the
<br />Proposition by Councilman Ward, seconded by Councilman Garthe,
<br />failed on the following roll call vote:

<br />Transit District Transportation Map, was considered by Council,
<br />Council approved Appropriation Adjustment No. 109 and
<br />authorized the transfer of $925 from the Council Contingency
<br />Fund (11-000-911) to Other Personal Services C11-124-191) of
<br />the Public Information Office, to be expended as additional
<br />delivery costs in the City Newsletter package for the montk
<br />of May, on motion of Councilman Evans, seconded By Councilman
<br />Yamamoto, and unanimously carried with Councilman Markel
