This notification will be provided so that the City can comply <br />with the Orange County MS4 NPDES Permit and notify the Santa Ana Regional Water Quality <br />Control Board (Regional Board) verbally or by email within 24 hours of the incident. Following <br />the telephone notification and within two business days, URS will provide the City a copy of the <br />inspection report and associated photographs, detailing the nature of the water quality threat <br />observed. The City will then submit the required written report to the Regional Board within 10 <br />days of the incident for industrial facilities or within 5 days for commercial facilities. <br />For observed incidents that are determined not to pose a threat to human health or the <br />environment, URS will provide the City a copy of the inspection report and associated <br />photographs within 5 business days. The City will then submit the required written report to the <br />Regional Board within 30 days of the incident. <br />Using the standardized format developed previously, URS will prepare a Notification of Potential <br />Non -Compliance for each facility that appears to be in violation of the General Permit for <br />Stormwater Discharges Associated with Industrial Activity. The notification letter will be e- <br />mailed to the City for signature and submittal to the Regional Board. For those facilities which <br />are also observed to be in violation of the City's Water Pollution Regulations (Ordinance No. NS - <br />2328), URS will prepare the City's standard Notice of Non -Compliance, mail the original notice <br />to the designated facility and issue a copy to the City. <br />Deliverables: Updated Prioritized Facility Inventory, completed inspection forms, and <br />enforcement correspondence. <br />Subtask 3: Additional Program Assistance as Requested. <br />URS will provide additional technical and regulatory assistance related to the Industrial and <br />Commercial Facility Inspection Program as requested by the City of Santa Ana. <br />Proposed Terms and Budget <br />Our approach to meeting the requirements of the City of Santa Ana's Industrial and Commercial <br />Facility Inspection Program and the anticipated level of effort is presented in Table 1. The <br />estimated cost for Subtask 2 (Conduct Facility Inspections, Inventory Management, and <br />Enforcement Notifications) is based upon our experience to date in conducting the City's <br />
