<br />Appropriation Adjustment and <br />Contract Award for Festival Hall <br />Restroom Improvements (Project 2741A) <br />December 20, 2004 <br />Page 3 <br /> <br />A total of three bids were received, and all were responsive. Thomco <br />Construction, Inc. submitted the lowest responsive bid for $33,500, which <br />is below the Engineer's estimate of $50,000. The subject repayment of a <br />portion of the Redevelopment Agency's debt from the Central City <br />Redevelopment Project Area to the City's General Fund will provide <br />$42,600 for accessibilty improvements to the restroom. <br /> <br />ENVIRONMENTAL IMPACT <br /> <br />Pursuant to the California Environmental Quality Act, Environmental <br />Review No. 01-144 has been completed and a Negative Declaration has been <br />filed for this project. <br /> <br />FISCAL IMPACT <br /> <br />The Funding Analysis shows a total estimated construction cost of $58,600 <br />for the proj ect (Exhibit 2). Upon approval of the loan repayment and <br />appropriation adjustment, funds will be available in the Capital Outlay <br />Fund for Improvements Other Than Buildings (account no. 51-012-6631). <br />The balance of $16,000 is available in that account for the difference <br />between the loan repayment and fiscal analysis. <br /> <br /> <br />APPROVED AS TO FUNDS AND ACCOUNTS: <br /> <br />V Execu <br /> <br /> <br />Coloma <br />ive Director <br />Finance & Mgt.
