MINUTES OF THE ADJOURNED REGULAR B~EETING <br />OF THE CITY COUNCIL OF THE <br /> CITY OF SANTA ANA, CALIFORNIA <br /> <br />July 13, 1974 <br /> <br />The meeting was called to order at 8:10 A.M., in Room 831, City <br />Hall, 20 Civic Center Plaza, by Mayor Patterson, affidavits of <br />proper Notice and Posting were on file in the office of the <br />Clerk of the Council. The following Councilmen were present: <br />J. Ogden Markel, John Garthe, Harry K. Yamamoto, James E. Ward, <br />Vernon S. Evans, Lorin Griset and Mayor Jerry M. Patterson. <br />Also present were representatives of the Press and the follow- <br />ing Staff members: City Manager Bruce C. Spragg, Assistant <br />City Manager Thomas J. Andrusky, City Attorney James A. Withers, <br />Park Superintendent Bomo Koral, Recreation Superintendent Gene <br />Laumeister, Director of Planning Charles C. Zimmerman, Personnel <br />Director Don Bott, Museum Director Reilly Rhodes, Equipment <br />Maintenance Superintendent Warren Clark, Director of Redevelop- <br />ment Richard Goblirsch and Clerk of the Council Florence I. <br />Malone. <br /> <br />PROPOSED BUDGET <br />FISCAL YEAR 1974-75 <br /> <br />The Council continued <br />its review of the proposed <br />Budget, commencing with <br />the City Council Budget. <br /> <br />The City Attorney presented a summary of his personnel require- <br />ments, stating that his office represents all departments of <br />the City in a greater or lesser degree. He added that two <br />attorneys are assigned to police matters, one to Public Works, <br />one to the Planning Department. He suggested that these attorneys' <br />services might be charged to the departments serviced. He also <br />described the responsibilities of his office and cited some of <br />his accomplishments for the year, as well as plans for new programs. <br /> <br />The Planning Director reviewed the work program for his depart- <br />ment, using charts and graphs. <br /> <br />Councilman Evans noted that the Park and Recreation Department <br />budget showed the biggest decrease. The City Manager stated <br />that cuts had been made in maintenance, tree trimmers and <br />gardeners; and that there was no increase in programs. <br /> <br />Councilman Garthe expressed concern for the cleanliness of the <br />streets and parks.
