County Revenue Sharing <br />to cover one-half of the development costs. This <br />item was overlooked in the carry-over projects from <br />1973-74. (CA 65.3) <br /> <br />POOL HALL APPLICATION The application to operate <br />WILLIE D. BOWLES a Pool Hall, at 1311 West <br /> Fourth Street, filed by <br /> Willie D. Bowles, dated <br />July 9, was considered by Council, together with the reports <br />from the Planning Director and the Police Chief, dated July 11 <br />and July 30, respectively. The Planning Director recommended <br />denial of the application subject to the application for and <br />approval of a Conditional Use Permit required for the location <br />in a C 2 Zone. The Police Chief recommended denial based on <br />the applicant's police record. <br /> <br />Mr. Willie D. Bowles, 1409 West Tolliver, spoke on his own <br />behalf. He stated that he was aware of his record; that for <br />the past ten years he has been working with lodges and churches, <br />proving himself to be the citizen he wants to be; and that he <br />had paid his debt to society for past mistakes. <br /> <br />The motion by Councilman Griset, seconded by Councilman Markel, <br />to deny the application failed to carry on the following tie <br />vote: <br /> <br />AYES: Griset, Markel, Yamamoto <br /> <br />NOES: Ward, Evans, Patterson <br /> <br />ABSENT: Garthe <br /> <br />The City Attorney recommended that no further action be con- <br />sidered until such time as the applicant had applied for and <br />received a Conditional Use Permit. (CA 91.1) <br /> <br />MINUTES APPROVAL The Minutes of the <br /> Adjourned Regular <br /> Meetings of July 13, <br /> 15, 22, 1974, and the <br />Regular Meeting of July 1S, 1974, were unanimously approved <br />(6-0), on motion of Councilman Evans, seconded by Councilman <br />Griset. <br /> <br />RECESS <br /> <br />Councilmen Evans and Garthe <br /> <br />absent. <br /> <br />Council recessed at <br />3:40 P.M. and reconYened <br />at 3:50 P.M., with <br /> <br />CITY COUNCIL MINUTES 287 AUGUST 5, 1974 <br /> <br /> <br />
