COMMUNITY SPOTLIGHT Bob. W., Chairman of <br />ALCOHOLICS ANONYMOUS Intergroup Service <br /> Board of Alcoholics <br /> Anonymous, introduced <br />Jack M., Office Manager, Johhny R. Institutional Committee <br />Director, and members of the AA Service Board. <br /> <br />Mr. W. described the AA program in Santa Aha and Orange <br />County in terms of living proof that it works, and told of <br />the volunteers who spend many hours each week carrying the <br />AA message to the alcoholic who still suffers that he does <br />have a choice. <br /> <br />Mr. W. estimated that the new AA Center on South Grand Avenue, <br />which has been open for a year, serves 2,500 to 3,000 alcoholics <br />in Santa Ana; that there are about 6,000 members of AA in <br />Orange County, approximately six per cent of the total <br />alcoholic population in the County. <br /> <br />Mayor Patterson presented a plaque to Mr. W. for AA, on behalf <br />of the City Council, in appreciation for outstanding service <br />to the community. (CA 9.3) <br /> <br />PUBLIC HEARING The Mayor opened the <br />ORDINANCE NO. NS-1210 Public Hearing on <br />NONCONFORMING SIGNS ORDINANCE NO. NS-1210 - <br /> AN ORDINANCE OF THE <br />CITY COUNCIL OF THE CITY OF SANTA ANA PERTAINING TO NONCON- <br />FORMING SIGNS, AMENDING SECTIONS 41-619.13 AND 41-619.55 OF <br />TH~ SANTA ANA MUNICIPAL CODE AND ADDING SECTIONS 41-619.14, <br />41-619.15, 41-619.16 AND 41-619.17 TO THE SANTA ANA MUNICIPAL <br />CODE, and announced that Council had indicated earlier in <br />the meeting (Minutes page 305) that it would continue the <br />Public Hearing as requested by Jay Kingry, Attorney at Law <br />representing Pacific Outdoor Signs. <br /> <br />The Mayor called for testimony from the audience from anyone <br />wishing to speak. Hearing none, Council continued the Public <br />Hearing to September 9, 1974 at 7:30 P.M. in the Council <br />Chambers, on the unanimously carried motion of Councilman <br />Griset, seconded by Councilman Evans. (CA 34) <br /> <br />PUBLIC HEARING The Mayor opened the <br />APPEAL NO. 341 Public Hearing on <br />MINOR EXCEPTION 74-17 Appeal No. 341 and <br />HERMAN JOHNSON Determination of <br /> Exemption - Minor <br />Exception 74-17, filed by Herman Johnson, to allow on sale <br />liquor in an existing cafeteria which is located within <br />300' of residences. <br /> <br />Dale Heinly, Attorney at Law, 838 North Van Ness Street, <br />representing the appellant, stated there is no legal objec- <br />tion to the serving of beer in a restaurant; that police <br />problems in the area are not attributable to Mr. Johnson's <br />restaurant and are not a valid reason for denial of the <br />Minor Exception; that the City is discriminating against <br />Mr. Johnson on the basis of color and guilt by association. <br /> <br />Police Chief Raymond Davis reported that the Staff position <br />opposing the Minor Exception does not specifically oppose <br />Mr. Johnson as a licensee, but is based on continuing crime <br />problems in the area which are aggravated by serving of <br />alcohol, and the high concentration of alcoholic beverage <br />licenses in the area. <br /> <br />CITY COUNCIL MINUTES <br /> <br />312 <br /> <br />AUGUST 19, 1974 <br /> <br /> <br />
