COMMUNITY SPOTLIGHT Bob. W., Chairman of ALCOHOLICS ANONYMOUS Intergroup Service Board of Alcoholics Anonymous, introduced Jack M., Office Manager, Johhny R. Institutional Committee Director, and members of the AA Service Board. Mr. W. described the AA program in Santa Aha and Orange County in terms of living proof that it works, and told of the volunteers who spend many hours each week carrying the AA message to the alcoholic who still suffers that he does have a choice. Mr. W. estimated that the new AA Center on South Grand Avenue, which has been open for a year, serves 2,500 to 3,000 alcoholics in Santa Ana; that there are about 6,000 members of AA in Orange County, approximately six per cent of the total alcoholic population in the County. Mayor Patterson presented a plaque to Mr. W. for AA, on behalf of the City Council, in appreciation for outstanding service to the community. (CA 9.3) PUBLIC HEARING The Mayor opened the ORDINANCE NO. NS-1210 Public Hearing on NONCONFORMING SIGNS ORDINANCE NO. NS-1210 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SANTA ANA PERTAINING TO NONCON- FORMING SIGNS, AMENDING SECTIONS 41-619.13 AND 41-619.55 OF TH~ SANTA ANA MUNICIPAL CODE AND ADDING SECTIONS 41-619.14, 41-619.15, 41-619.16 AND 41-619.17 TO THE SANTA ANA MUNICIPAL CODE, and announced that Council had indicated earlier in the meeting (Minutes page 305) that it would continue the Public Hearing as requested by Jay Kingry, Attorney at Law representing Pacific Outdoor Signs. The Mayor called for testimony from the audience from anyone wishing to speak. Hearing none, Council continued the Public Hearing to September 9, 1974 at 7:30 P.M. in the Council Chambers, on the unanimously carried motion of Councilman Griset, seconded by Councilman Evans. (CA 34) PUBLIC HEARING The Mayor opened the APPEAL NO. 341 Public Hearing on MINOR EXCEPTION 74-17 Appeal No. 341 and HERMAN JOHNSON Determination of Exemption - Minor Exception 74-17, filed by Herman Johnson, to allow on sale liquor in an existing cafeteria which is located within 300' of residences. Dale Heinly, Attorney at Law, 838 North Van Ness Street, representing the appellant, stated there is no legal objec- tion to the serving of beer in a restaurant; that police problems in the area are not attributable to Mr. Johnson's restaurant and are not a valid reason for denial of the Minor Exception; that the City is discriminating against Mr. Johnson on the basis of color and guilt by association. Police Chief Raymond Davis reported that the Staff position opposing the Minor Exception does not specifically oppose Mr. Johnson as a licensee, but is based on continuing crime problems in the area which are aggravated by serving of alcohol, and the high concentration of alcoholic beverage licenses in the area.
