Prior to the motion, the City Attorney announced that the <br />CASA application was a subject of litigation, and therefore <br />would not be a proper subject for discussion at this point. <br />(CA 45.1) <br /> <br />WATER RATE STUDY Council set for <br /> Public Hearing on <br /> September 9, 1974 <br /> the proposed water <br />rate increase and water main and service installation fees <br />averaging 35% and an increase in water rates averaging <br />17.2%, all to be effective October 1, 1974, contained in <br />the Public Works Director's Report dated August 8, 1974, <br />entitled Water Rate Study, on the unanimously carried <br />motion of Councilman Evans, seconded by Councilman Yamamoto. <br />(CA 12) <br /> <br />911 EMERGBNCY Following Council <br />PHONE SYSTEM consideration of the <br /> City Manager's Report <br /> dated August 13, 1974 <br />concerning 911 Emergency Phone System, and attached Plan B, <br />Councilman Griset's motion, seconded by Councilman Garthe, <br />to approve "Plan B" as recommended by the Orange County 911 <br />Task Force, with a single receiving location in the Santa <br />Aha Police Facility, and to instruct Staff to so advise the <br />Board of Supervisors and the telephone company, carried <br />unanimously. <br /> <br />It was the general consensus of Council that implementation <br />of Plan B will present serious problems because of relay <br />or transfer of emergency calls, which could result in addi- <br />tional errors and delays in emergency response. <br /> <br />The City Manager pointed out that State law requires a <br />Tentative Plan be filed by January 31, 1975, that Plan B <br />is the better of the two alternatives, and that the Task <br />Force will have two years to work out the design and techno- <br />logical problems. (CA 47.6) <br /> <br />DISSOLUTION OF On motion of Councilman <br />NEWPORT DRAINAGE Griset, seconded by <br />DISTRICT Councilman Evans, and <br /> carried unanimously, <br />Council received and ordered filed the report of the Director <br />of Public Works, dated August 13, 1974, entitled Dissolution <br />of the Newport Drainage District, which recommended periodic <br />Staff review of the extent of urban development of agricul- <br />tural land with the general objective being dissolution of <br />the District. (CA 70) <br /> <br />RELOCATION BENEFIT Councilman Griset's <br />ALFRED SANTANA motion, seconded by <br /> Councilman Yamamoto, <br /> to approve payment of <br />$3,500 to Alfred Santana, displaced tenant because of the <br />widening of Flower Street, as a Downpayment Benefit under <br />the Relocation Assistance Program, carried with Councilman <br />Markel dissenting.
